Job summary

The Supreme HR Advisory Pte. Ltd. is seeking a Quantity Surveyor in Singapore to manage cost estimation, budgeting, tendering and procurement for underground utilities projects.

The role requires a Bachelor's Degree or Diploma in Quantity Surveying with at least 3 years of related experience. Workdays are Monday to Friday, 8:30 AM to 6:00 PM, at our Woodlands office.

• At least 3 years of relevant experience in related field

Responsibilities

• Cost estimation and budgeting for underground utilities projects.
• Prepare and manage project budgets and cost control reports.
• Prepare tender documents and evaluate submissions.
• Negotiate contracts and manage procurement.
• Monitor costs, report variances and forecasts.
• Draft and administer contracts and subcontracts.
• Collaborate with PMs, engineers and stakeholders on cost matters.

Requirements

• Bachelor's Degree or Diploma in Quantity Surveying, Civil Engineering, Construction Management, or a related field.

• At least 3 years of relevant experience in related field

Key Responsibilities:

1. Cost Estimation & Budgeting:

• Prepare precise cost estimates for underground utilities construction projects, considering materials, labor, and associated overheads.

• Develop and manage project budgets, ensuring financial control and cost efficiency throughout the project lifecycle.

1. Tendering & Procurement:

• Prepare and issue tender documents specific to underground utilities projects, analyze and evaluate tender submissions.

• Negotiate contracts and manage procurement processes tailored to underground utilities construction needs.

1. Cost Control & Monitoring:

• Monitor project costs and expenditures, providing regular financial reports and forecasts.

• Identify, manage, and report cost variations and claims, ensuring compliance with contractual terms.

1. Contract Administration:

• Draft, review, and manage contracts and subcontracts related to underground utilities construction.

• Resolve contractual disputes and issues, ensuring compliance with legal and contractual requirements.

1. Collaboration & Communication:

• Work closely with project managers, engineers, utility companies, and other stakeholders to ensure effective project execution.

• Provide expert advice on cost-related matters and project feasibility for underground utilities projects.
