Job summary

SLA Singapore Land Authority invites a seasoned Quantity Surveyor to lead cost management on large-scale commercial, integrated developments and major A&A works. You will oversee pre- and post-contract QS duties, tendering, cashflow, and final accounts, coordinating with stakeholders to ensure cost-effective outcomes.

The role requires 10+ years in similar environments, strong numeracy, and familiarity with Singapore Public Sector procurement frameworks.

Qualifications

• Background in Building/Quantity Surveying (or SISV-recognised equivalent).
• Min 10 years' pre- and post-contract experience in consultancy or main contractor settings.
• Experience in large-scale integrated/mixed development projects preferred.
• Proficient with MS Office and cost management software.
• Strong numeracy, communication and writing skills.
• Familiarity with BCA QFM/PQM, and Public Sector Standard Contracts.

Responsibilities

• Lead cost management across pre- and post-contract phases.
• Prepare cost estimates, procurement and tendering, and cashflow forecasts.
• Administer contracts, variations, and final accounts.
• Analyse project costs and financial data for decision-making.
• Coordinate tender processes and stakeholder engagement.
• Review variations, costs, and monthly financial reports.
• Derive yearly budget estimates and assist government budgeting.
• Apply cost analysis to physical construction data for project decisions.
