Job summary

Efficient Networks International (S) Pte Ltd is seeking a Commercial Quantity Surveyor to manage commercial, contractual and cost aspects from tender through final account. You will work with Operations, Project Management, Procurement and Finance to ensure profitable project delivery while protecting contractual interests.

Responsibilities include tender estimation, contract administration, cost control, variation and claims management, progress claims, procurement support, and final accounts.

Qualifications

  • Diploma or Bachelor's Degree in Quantity Surveying, Building, Construction Management, Electrical Engineering or related discipline.
  • Minimum 3–5 years' experience in Quantity Surveying or Commercial Management.
  • Experience in Electrical, Solar PV, M&E, Infrastructure or Telecommunications projects is preferred.

  • Review tender drawings, specs and project requirements.
  • Obtain and evaluate supplier and subcontractor quotations.
  • Develop competitive tender pricing and cost proposals.

Job description

Job Summary

The Commercial Quantity Surveyor is responsible for the commercial, contractual and cost management of projects from tender through final account.

The role supports business profitability by preparing accurate cost estimates, managing subcontractor and supplier contracts, evaluating variations, administering project claims, controlling project costs and ensuring timely commercial reporting.

The successful candidate will work closely with Operations, Project Management, Procurement and Finance to ensure projects are delivered profitably while protecting the Company's commercial and contractual interests.

Key Responsibilities
Tender &Estimation
  • Prepare detailed cost estimates and Bills of Quantities (BOQ).
  • Review tender drawings, specifications and project requirements.
  • Obtain and evaluate supplier and subcontractor quotations.
  • Develop competitive tender pricing and cost proposals.
  • Maintain standard costing databases and unit rates.
Contract Administration
  • Prepare and administer subcontract agreements.
  • Review contract terms and commercial risks.
  • Evaluate subcontractor quotations and claims.
  • Manage contract correspondence and documentation.
  • Maintain contractual records.
Cost Management
  • Monitor project budgets and actual costs.
  • Track labour, material and equipment costs.
  • Forecast project costs and final account values.
  • Identify commercial risks and cost-saving opportunities.
  • Prepare monthly commercial reports.
Variation &Claims
  • Prepare and price client variation orders.
  • Assess subcontractor variation claims.
  • Negotiate variation costs with clients and subcontractors.
  • Monitor variation approval status.
  • Maximise variation recovery and minimise unrecoverable costs.
Progress Claims& Payment
  • Prepare client progress claims.
  • Verify subcontractor progress claims.
  • Measure completed works.
  • Recommend payment certification.
  • Monitor payment status, retention and outstanding claims.
Procurement Support
  • Assist in sourcing subcontractors and suppliers.
  • Evaluate quotations and recommend awards.
  • Support commercial negotiations.
  • Maintain approved vendor pricing.
Final Accounts
  • Prepare final accounts.
  • Negotiate project close-out.
  • Verify final subcontract payments.
  • Resolve outstanding commercial issues.
Additional Responsibilities
  • Support telecommunications, Solar PV, EV charging and electrical infrastructure projects.
  • Review project profitability.
  • Develop standard cost libraries.
  • Assist with commercial process improvements.
  • Ensure compliance with contractual obligations.
  • Support audits and internal governance.
Requirements
Education
  • Diploma or Bachelor's Degree in Quantity Surveying, Building, Construction Management, Electrical Engineering or a related discipline.
Experience
  • Minimum 3-5 years' experience in Quantity Surveying or Commercial Management.
  • Experience in Electrical, Solar PV, M&E, Infrastructure or Telecommunications projects is preferred.
  • Experience with subcontract administration and variation management.
