Job summary

Jacobs Singapore is seeking a Quantity Surveyor to support a Defence project based at the Gateway Bugis office. The role reports to the Project Manager and will coordinate with the client and contractor teams to manage progress payments, variations, and final accounts.

Candidates should have a Bachelor degree in QS and at least 5 years of relevant experience, including greenfield/new build projects; knowledge of Revit BIM is a plus and MS Office is essential.

Qualifications

• Minimum 5 years of relevant QS working experience.
• Experience in green field, new build projects is a must.
• Experience in Defense projects would be an added advantage.
• MS Office skills are essential and knowledge and application in Revit BIM will be a bonus.

Responsibilities

• Evaluate, select, and apply contract administration and measurement techniques for progress claims and variation claims.
• Prepare and certify progress claims and manage contract administration.
• Assist in cash flow, contingency analysis, and variation/eot/L&E claims.
• Check progress claims and invoices.
• Prepare monthly valuations for payments to the Main Contractor.
• Negotiate variations and agree costs with the Contractor.
• Assist in preparing cost estimates and change notices.
• Prepare cost reconciliation statements showing payments and final cost.
• Review extra payment and time extension claims and advise the Board.
• Attend site and virtual meetings; assist in final accounts.

Your impact

Our Cities and Places Business is currently hiring a Quantity Surveyor (QS) to work on a Defence Project in Singapore. The role is based at Jacobs Singapore Office (Gateway Bugis).

The QS will provide the contract administration of a classified Defense project. The QS will report to the Project Manager and assist him for the assigned project. The QS will be part of a larger team of QS /QS/AQS with a functional reporting line to the Contracts Manager for the entire project.

The QS will work closely with the Project Manager in Jacobs, The Client, and with 3rd Parties and be able to effectively communicate and coordinate with all the parties. The QS will also work closely with all other resident site staff in the construction team in ensuring timely issuance and accuracy of progress payments.

Essential Duties

• Working with the Project Manager; the QS evaluates, selects, and applies standard contract administration and measurement techniques to the administration and assessment of progress claims, variation claims and notice of claims relating to Extension of Time (EOT) and Loss and Expense (L&E).
• Performs routine aspects of quantity surveying, assessment, processing and certification of progress claims, and general administration of contracts including drafting replies to the contractor’s general correspondence and notices of claims.
• May assist in preparing cash flows, contingency analysis, assessment of variation claims and claims for EOT and L&E.
• Checking progress claims and invoices
• Preparation of monthly valuations for progress payments to the Main Contractor.
• Measurement, valuation, negotiation and agreement with the Contractor of all variations to the Contract.
• Assist in preparing cost estimates for variation claims, obtaining and assessment of quotations, preparation of change notices, and SO Instructions.
• Preparation of regular cost reconciliation statements of the project showing payments to-date & projected final cost.
• Review and evaluate extra payment and /or extension of time claims by the Contractors and make recommendation to the Board
• Attendance of site meeting and virtual meeting.
• Preparation & agreement of final accounts for the project.

This role is open for Singaporean national only given the project clearance requirement.
