Job summary

Public Service Division is seeking an Estate Manager in the Policy Development Section to develop and review housing policies on flats, sales, purchases, and allocation. You will use data-driven analysis to support changing housing needs and national social objectives, and collaborate with MND, MPs, and communications teams on policy implementation and announcements.

Qualifications

• A good degree, preferably in economics, real estate and/or social sciences.
• Able to grasp concepts and synthesize information quickly.
• Comfortable with numbers and familiar with data analytics.
• Able to see an issue from various perspectives, have a curious mind and be receptive to different views.
• Able to engage and balance the interests of the different stakeholders and find a common position.
• Have a keen eye for detail and be meticulous in your work.
• Have a strong command of the English language and be able to communicate effectively in presentation and in writing.

Responsibilities

• Develop and review public housing policies relating to flat sales, purchases and allocation using data-driven analysis.
• Collaborate with operational departments, MND and communications teams on policy implementation and announcements.
• Possible rotation into customer-facing roles involving case management, stakeholder engagement and appeals handling.
• Develop new policies and review existing policies governing sale/purchase of public housing and allocation of new flats.
• Analyze policy options and conduct post-implementation reviews using data-driven studies.
• Coordinate communications plans with MND SCED and HDB SCEG for policy announcements.
• Potential rotation as Customer Relations Manager to deliver quality services to applicants and residents.
