PUB, The National Water Agency in Singapore seeks a Lead Engineer (Operations) to plan and oversee plant operations, ensuring design-capacity performance and discharge quality. You will coordinate with internal and external stakeholders on water quality control, lab work, and shutdowns.

You will analyze water quality data, optimize plant performance, and prepare monthly reports while ensuring SOPs and response plans are audit-ready.

Qualifications

  • Bachelor or Master degree in Environmental or Chemical Engineering or related discipline.
  • Experience in water treatment operations preferred.
  • Proficient in MS Office and data reporting.

Responsibilities

  • Plan and implement operations to ensure plant processes operate at design capacity and discharge quality targets.
  • Coordinate with stakeholders on water quality control, laboratory works, load dispatch and shutdowns.
  • Analyze water quality data and optimize plant performance using modelling and data visualization tools (e.g., Qlik Sense).
  • Prepare monthly water quality and performance reports and ensure SOPs/response plans are audit-ready.
  • Oversee liquids and solids treatment at Ulu Pandan WRP to ensure reliable operation and compliant effluent.
  • Engage with contractors for maintenance and ensure safety provisions are followed.
  • Plan and manage OPEX and CAPEX budgets for operations and maintenance.
  • Prepare project papers, specifications, tenders, and manage contracts.
  • Develop and implement plant improvement projects for efficiency, safety, and resilience.
  • Lead safety audits and coordinate audit activities and corrective actions.

The job requirements for Lead Engineer (Operations)are as follows:

What you will be working on:
  • Planand implement operational activitiesto ensure plant processes and equipmentare operatedat design capacity and effluent meets quality for discharge and NEWater production.
  • Manage and coordinate with various internal and external stakeholders on water quality control,laboratory works,load dispatch and plant shutdown works.
  • Analysewater quality data and propose operational changes tooptimizewater quality and/orplant performance. This includes the use of various water quality and equipment performance modelling software and data visualization software such asQliksense.
  • Prepare, coordinateand presentmonthly plantwater quality andperformance reports(includingwater/biosolids quality, resource management, equipment status,etc). ReviewSOPs/Response plans foraudit complianceandeffectiveexecution.
  • Oversee and guidetheliquidsand solidsoperationsandprocessesin Ulu Pandan WRP,to ensure the treatment units are reliable in operation,and treated effluent and biosolids meetsthe required quality specifications.Able toattend toemergency callsor activation back to plantafter office hours forwork exigencies.
  • Engage and coordinate with Contractor in troubleshooting and maintenance of liquids and biosolids treatment processes/equipment issues toachieveoptimal plant operations. Ensure that all safety provisions and requirements are complied with.
  • Budget planningand management(OPEX and CAPEX) for operations and maintenance. Plan, monitor andmanage monthlycommittedexpenditureto ensure they remainwithin theapproved budget for each financial year
  • Prepareproject papers,specifications, tenders/quotations for plantimprovement works,routineorad-hoc maintenance works.Manage various supply, operations and maintenance contracts.
  • Develop and implement innovationandplant improvementprojects to improve operational processes, workplace safety,energy efficiency, work productivity,andequipment resilience.
  • Ensure compliance to safety requirementsfor all works,including but not limited to –putting up NTW/PTWpermits, conduct toolbox meeting and RA briefing, conduct safety inspections, prepare/review RA and SWP.
  • Lead and participate in internal and external audits, including ISO, IAP and EAP audits, ensuring compliance with applicable standards, procedures, and regulatory requirements.Coordinate and support audit activities, including audit preparation, documentation, evidence gathering, site inspections, and follow-up on audit findings and corrective actions.
What we are looking for:
  • Bachelor orMaster Degree in Environmental or ChemicalEngineering, or other relevant EngineeringDiscipline
  • Graduate with minimum 8 years of relevant working experience is preferred.
  • Proficient in computer skills – e.g. Microsoft Office (Word, Excel,Powerpoint, Outlook)
  • Able to work in used water treatment environment andphysically able to perform site works
Work Location
  • Officer will be basedatUlu Pandan WaterReclamationPlantand subsequently Tuas Water ReclamationPlant,butmay berequired to travel toothersitesforadhocwork.
  • Work reporting timing:
    8am to 5:30pm (Mon – Thurs) and 5pm (Fri), with 1 hour lunch break in between.
