Job summary

Advanced CAE Pte Ltd in Singapore seeks a Proposal Engineer to support the preparation of technical and commercial proposals for Process Analyzer Systems across Oil & Gas, Petrochemical and Chemical industries.

This role blends technical knowledge, costing and proposal development while working closely with Engineering, Sales, Project teams and customers to develop competitive solutions from tender to handover.

Qualifications

• Degree in Chemical, Electrical or Mechanical Engineering.
• Experience in Proposal Engineering, Technical Proposals, Pre-Sales, Tendering, Estimation or Project Coordination.
• Experience in Oil & Gas, Petrochemical, Chemical, Process Automation or Instrumentation preferred.
• Knowledge of Process Analyzers, Analytical Instrumentation or Sample Handling Systems is an advantage.
• Strong written and verbal communication with attention to detail.

Responsibilities

• Prepare, draft and compile technical and commercial tender proposals meeting customer specs and requirements.
• Review tender documents and coordinate inputs from Engineering, Sales, suppliers and stakeholders for timely submissions.
• Prepare preliminary design and costing for Analyzer Systems, including Sample Handling Systems, analyzers, racks, cabinets and shelters with Engineering support.
• Develop clear and competitive proposal content based on customer and project requirements.
• Respond to technical bid evaluations, clarifications and revised proposals.

About the Role

We are looking for a Proposal Engineer to support the preparation of technical and commercial proposals for Process Analyzer Systems across the Oil & Gas, Petrochemical and Chemical industries.

This role is ideal for an engineer who enjoys combining technical knowledge, costing and proposal development while working closely with Engineering, Sales, Project teams and customers.

You will play an important role in developing competitive solutions from tender stage through technical clarification and project handover.

What You’ll Do

• Prepare, draft and compile technical and commercial tender proposals, ensuring customer specifications and compliance requirements are met.

• Review tender documents and coordinate inputs from Engineering, Sales, suppliers and other stakeholders for timely submissions.

• Prepare preliminary design and costing for Analyzer Systems, including Sample Handling Systems, analyzers, racks, cabinets and shelters, with support from the Engineering team.

• Develop clear and competitive proposal content based on customer and project requirements.

• Prepare and respond to technical bid evaluations, clarifications and revised proposals.

• Participate in customer technical clarification and project kick-off meetings when required.

• Coordinate with internal teams to ensure technical and commercial requirements are accurately captured.

• Support the handover of awarded projects to the Project team with complete proposal and project documentation.

• Collaborate with regional and global proposal teams on international opportunities when required.

What We’re Looking For

• Degree in Chemical, Electrical, Mechanical Engineering or a related Engineering discipline.

• Relevant experience in Proposal Engineering, Technical Proposals, Pre-Sales, Tendering, Estimation or Project Coordination.

• Experience within Oil & Gas, Petrochemical, Chemical, Process Automation or Instrumentation industries would be advantageous.

• Knowledge of Process Analyzers, Analytical Instrumentation or Sample Handling Systems is an advantage.

• Good understanding of technical specifications, costing and tender requirements.

• Strong written and verbal communication skills with attention to detail.

• Proactive, organised and able to manage multiple proposal deadlines.

• Strong team player who can contribute ideas and work effectively across Engineering, Sales and Project teams.
