Underground Technology Engineering Construction Pte Ltd in Singapore seeks a Senior Resident Engineer to lead civil infrastructure projects from pre-construction to handover. You will manage schedules, budgets, safety, and quality KPIs while coordinating with clients such as LTA/PUB/JTC and regulators.
The role requires a Bachelor's in Civil Engineering, 12+ years' experience, and proven delivery of major projects, including tunneling or deep excavation.
Lead and manage the entire project lifecycle from pre-construction to handover, ensuring delivery in accordance with schedule, budget, safety, and quality KPIs.
Coordinate with clients (LTA, PUB, JTC, NParks), consultants, and regulatory agencies to obtain approvals, secure permits, and ensure compliance with authorities’ requirements.
Develop and maintain detailed project master schedules, method of construction, temporary works strategies, manpower and resource allocation for complex civil works.
Oversee specialised civil engineering activities including deep excavation, ERSS, piling, diaphragm walls, strutting, tunnelling (TBM/NATM), and underground structures.
Manage subcontractors and suppliers to ensure contractual compliance, adherence to scope, safety standards, and specifications.
Monitor project cost, prepare monthly progress reports, and manage variation orders, delay analysis, EOT submissions, and claims in accordance with contract conditions.
Ensure compliance with Workplace Safety and Health (WSH) regulations, MOM requirements, and implement robust project safety management and risk controls.
Conduct routine site inspections, interface with utilities (SP Group, PUB, Singtel) and resolve engineering / construction issues to avoid delays.
Liaise with internal departments (Commercial, Technical, M&e;E, QAQC, BIM) to ensure coordinated project delivery and technical resolution.
Review and approve project documentation, method statements, construction drawings, temporary works submissions, and regulatory approvals.
A minimum of a Bachelor’s Degree in Civil Engineering or equivalent recognized by the PE Board or qualification accepted to the Commissioner of Building Control as eligible for application as a Resident Engineer or Recognized Degree in the relevant field subject to the acceptance of the SO.
Minimum 12 years’ experience in civil/infrastructure construction, including 8 years of managing design and construction teams for civil projects of similar scale and complexity.
Proven delivery of at least 2 major infrastructure projects from commencement to handover.
Direct experience in LTA/PUB projects, tunnelling, deep excavation or underground works is strongly preferred.
Familiar with Singapore codes of practice, LTA requirements, contract conditions, and local regulatory processes.
Great communication skills
Ability to work under pressure, solve problems with real-time constraints, and drive stakeholders to resolution.
