Job summary

china harbour (singapore) engineering company pte. ltd. seeks an experienced Resident Engineer to lead design and construction teams for viaduct and EPC projects in Singapore.

You will formulate and enforce project policies, review progress, manage costs, and ensure compliance with safety, quality and environmental standards. Requirements include 15+ years in civil engineering with a PE Board–recognised degree and at least 10 years in leading relevant teams; reading/writing reports in Chinese

Qualifications

• 15+ years of civil engineering experience with a PE Board recognised degree or equivalent.
• 10+ years of experience leading design and construction teams for viaduct (land) and EPC projects.
• Ability to read and write reports in Chinese (reports to KL regional centre and Beijing HQ).

Responsibilities

• Formulate, approve and promote project policies and procedures including health, safety and environmental requirements.
• Approve project-specific management system documentation.
• Set objectives and targets for key processes aligned with strategic goals.
• Ensure zero defects by compliant construction per specifications and drawings; minimise rework.
• Implement head office management system on the project and allocate responsibilities to team members.
• Recruit and supervise staff and operatives with necessary competencies in safety and environment.
• Review construction progress against programme and identify risks affecting timely completion.
• Review monthly costs to identify overruns and implement controls.
• Manage project to meet time, cost, quality and safety targets within the allowed programme.
• Ensure business results meet time, cost, quality, safety and environmental objectives.
• Approve submissions to client representatives and statutory bodies.
• Address issues raised by project stakeholders.
• Liaise with client and design consultants to satisfy requirements.
• Review and recommend appointment of major suppliers/subcontractors; sign and allocate follow-up actions.

Job description

Job Responsibilities:

• Formulate, approve and promote compliance with project policies and procedures including health, safety and environmental requirements.
• Approve project specific management system documentation.
• Formulate specific objectives and targets for key processes associated with the project that are consistent with strategic goals.
• Meet the ‘zero defects’ objective by constructing the project in compliance with the specification and drawings so as to avoid or at least minimise rework both during construction and the defects liability periods.
• Implement the head office management system on the project and allocate responsibilities to project team members with the required competencies.
• Employ staff and operatives that understand and accept health, safety and environmental management programmes, and with necessary competence to carry out all assigned tasks, supervise and direct project team members.
• Review construction progress on site against construction programme and identify problems and risks which may affect the timely completion of the project.
• Review monthly costs identifying problem areas where cost overrun is have occurred and implement controls.
• Manage the project to ensure that it is completed achieving the project targets, within the agreed programme and time constraints, and to the specified quality, while meeting the project objectives.
• Make sure that the business results of the project in relation to time, cost, quality, safety and environmental performance are satisfactory.
• Approve submissions to the client Representative and relevant statutory bodies.
• Address issues raised by project stakeholders.
• Liaise with the client and design consultants (including meeting attendance) to ensure the works satisfy their requirements.,
• Review and recommend appointment of major suppliers and subcontractors, and Review, sign and allocate follow-up action for outgoing and incoming correspondence to and from the Engineer's Representative, design consultants, subcontractors and major suppliers.

Job Requirements:

• Minimum 15 years of engineering experience with Degree in Civil Engineering recognised by the PE Board or qualification acceptable to the Commissioner of Building Control as eligible for application as a Resident Engineer or Recognised Degree in the relevant field subject to the acceptance of the Engineer.
• At least 10 years of experience in managing design and construction teams for projects of viaduct (land) and EPC.
• Able to read and write reports in Chinese as this role is reporting to KL regional centre and Beijing HQ office.
