Job summary

sggovterp is seeking a proactive Governance & Procurement professional to support the Learning & Skills portfolio, focusing on governance, budgeting, procurement, reporting and compliance to ensure alignment with product priorities and vendor delivery.

You will establish governance processes, support budget planning, coordinate procurement, track vendor performance, prepare reports for Steering Committee, and maintain audit-ready documentation across large organisations.

Qualifications

  • Bachelor's degree in IT, business, finance, public administration or engineering.
  • Minimum 5 years of governance, procurement, programme management or related experience.
  • Experience in budgeting, procurement, vendor management, governance or audit activities.
  • Strong stakeholder management and communication skills.
  • Familiarity with governance, compliance and procurement in large organisations.

Responsibilities

  • Establish and manage product governance processes, including demand intake, prioritisation forums, decision records and reporting cadence.
  • Support budget planning, funding allocation, expenditure tracking and vendor cost monitoring.
  • Coordinate procurement and contract management activities, including contract variations, renewals and governance.
  • Track vendor performance against deliverables and align with product priorities.
  • Prepare reports for Steering Committee and stakeholders (product roadmap, budget status, risks, decisions).
  • Ensure compliance with policies, audit requirements and governance documentation.
  • Maintain approvals, audit trails, governance decisions, scope changes and risk items.
  • Review and improve governance, reporting and operational processes to enhance efficiency.

What the role is

The successful candidate will support the effective operation of the Learning & Skills portfolio by managing governance, budgeting, procurement, reporting and compliance processes. Ensure alignment between product priorities, funding, contractual arrangements and vendor delivery within a structured and compliant operating environment.

What you will be working on
  • Establish and manage product governance processes, including demand intake, prioritisation forums, decision records and reporting cadence.
  • Support the Product Director in product budget planning, funding allocation, expenditure tracking and vendor cost monitoring.
  • Coordinate procurement and contract management activities, including contract variations, renewals, commercial documentation and vendor governance.
  • Track vendor performance against agreed deliverables and ensure alignment between vendor work and product priorities.
  • Prepare reports and updates for Steering Committee and stakeholders, including product roadmap status, budget status, key risks and decisions required.
  • Ensure compliance with organisational policies, audit requirements and required governance documentation.
  • Maintain documentation related to approvals, audit trails, governance decisions, product scope changes and risk items.
  • Ensure governance, budgeting and procurement processes enable product delivery without driving product scope or prioritisation decisions.
  • Review and improve governance, reporting and operational processes to enhance efficiency and support product delivery.
What we are looking for
  • Qualifications in Information Technology, Business, Finance, Public Administration, Engineering or a related discipline.
  • At least 5 years of relevant experience in governance, procurement, programme management, digital transformation, product operations or enterprise application delivery.
  • Experience in budgeting, procurement, vendor management, governance or audit-related activities.
  • Strong stakeholder management, coordination and communication skills.
  • Familiarity with governance, compliance and procurement processes within large organisations.
  • Experience in Continuing Education and Training (CET), lifelong learning, education technology or related domains will be an advantage.
