Job summary

GovTech Singapore is seeking a PM2 in the Enterprise Portfolio Office to shape GovTech's digital product portfolio across programmes and stakeholders. You will translate complex government problems into investment decisions, guiding what to build, reuse or retire.

You will work with PMs and programme leadership to evolve portfolio strategy, improve interoperability, and drive evidence-based decisions that align products with public service goals.

Qualifications

• Demonstrated ability to think strategically and translate vague problems into actionable plans.
• Strong communication skills for senior stakeholders and cross‑functional teams.
• Experience in product strategy, portfolio coordination or digital transformation is advantageous.

What you will be working on

Help shape and manage GovTech’s digital product portfolio as one enterprise. The role works across products and programmes to identify priority government problem spaces, guide investment and lifecycle decisions, reduce duplication, and improve how products work together. You’ll combine product strategy, portfolio analysis and stakeholder management to develop frameworks, use evidence to make recommendations, and drive alignment across teams—often in ambiguous problem spaces without direct authority. The Enterprise Portfolio Office (EPO) helps GovTech manage its digital product portfolio as one enterprise — ensuring we invest in the right problems, reduce duplication, and build reusable capabilities that can come together to support common government business processes. As a PM2 in EPO, you will work across product teams, programmes and stakeholders to shape portfolio strategy and turn it into practical decisions on where to invest, what to build/buy/reuse, and how the portfolio should evolve.

What you’ll do

• Shape portfolio strategy: Identify important government problem spaces and business processes, and translate them into implications for GovTech's product portfolio.
• Drive investment decisions: Develop and apply portfolio principles to assess where GovTech should invest, reuse, consolidate, buy or stop investing.
• Analyse the portfolio: Use product, adoption, cost and other evidence to identify gaps, overlaps and opportunities across programmes.
• Improve portfolio coherence: Work with product teams to make capabilities more reusable, interoperable and composable across GovTech.
• Drive portfolio lifecycle decisions: Support decisions to invest, scale, merge, reposition or sunset products.
• Establish portfolio management practices: Build the frameworks, metrics and operating rhythms needed to manage the portfolio systematically.
• Influence across teams: Work with PMs, programme leadership and senior stakeholders to align around portfolio-level decisions, often without direct authority.

What we are looking for

• A strong product thinker who is comfortable operating in ambiguity and moving between strategy, analysis and execution.
• You should be able to structure messy problems, form evidence-backed recommendations, communicate clearly with senior stakeholders, and bring multiple teams toward a shared outcome.
• Experience in product management, strategy, portfolio management or digital transformation would be useful.
