Job summary

GovTech Singapore is seeking a Product Manager to drive discovery, development, and adoption of tools that assist agency IT teams in delivering quality and secure applications. You will translate user insights into requirements and collaborate with cross-government stakeholders to reduce friction in Singapore's digital services.

The role emphasizes proactive problem solving in ambiguous spaces, with a focus on external-facing product strategy and agile delivery within GovTech's E&P team.

Qualifications

• At least 5 years in product management with 7–10 years of end-to-end delivery experience.
• Proven experience in agile environments, product discovery, and cross-functional leadership.
• Experience managing stakeholders across organisational levels, including senior leadership.

• Define product vision, strategy, and roadmap aligned with agency priorities and GDT HQ's mission.
• Lead sprint ceremonies and manage the product backlog based on impact and alignment.

We are seeking a Product Manager to drive the discovery, development, and adoption of products and platforms that help agencies' IT teams in the applications delivery in the areas of quality and security. Taking an outside-in view, you will be understanding their pain points, identifying opportunities for tooling and automation, and translating these into impactful products.

You are proactive and thrive in ambiguous problem spaces and are genuinely motivated to reduce friction for the agencies IT team in the delivery of Singapore's digital services.

About us: Excellence & Performance (E&P) sits within GovTech's Digital Transformation (GDT) group. We are a multi-disciplinary team of software engineers, cybersecurity engineers, platform infrastructure engineers, and programme managers.

[What you will be working on]

Problem Discovery & Product Strategy

• Conduct deep discovery with agency IT teams to uncover toil and bottlenecks in application delivery
• Define product vision, strategy, and roadmap aligned with agency priorities and GDT HQ's mission
• Build business cases for new products and features; conduct market research to inform decisions
• Track key metrics to measure product impact and adoption across agencies

User Engagement & Stakeholder Management

• Build strong relationships with agency IT teams, CIOs, and cross-government stakeholders
• Lead user research - interviews, contextual enquiries, and usability testing - to deeply understand agency workflows
• Facilitate co-creation workshops and regular product reviews with agencies
• Translate user insights into actionable requirements, user stories, and acceptance criteria
• Communicate roadmap updates and manage expectations with senior leadership

Agile Delivery & Engineering Collaboration

• Lead sprint ceremonies: planning, stand-ups, reviews, and retrospectives
• Manage and prioritise the product backlog based on agency impact and strategic alignment
• Work closely with engineering leads to remove blockers, manage dependencies, and balance technical debt
• Drive product launches and adoption strategies targeted at agency IT teams; monitor and iterate post-launch

[What we are looking for]

Experience

• At least 5 years in product management with at least 7 to 10 years of strong track record of end-to-end delivery
• Proven experience in agile environments, product discovery, and cross-functional team leadership
• Experience managing stakeholders across organisational levels, including senior leadership

Technical Skills

• Technical fluency to engage meaningfully with engineering teams on architecture and feasibility
• Familiarity with SDLC, CI/CD practices, cloud infrastructure, REST APIs, and identity/authentication concepts
• Proficiency in product and agile tools (e.g. JIRA, Confluence, product analytics tools)
• Knowledge of DevOps, security or automation/testing tools is a strong advantage
