Job summary

NTUC LearningHub Pte Ltd. in Singapore seeks a Product Manager to own end-to-end training products across Air, Sea and Land Transport sectors, including Logistics and Supply Chain, shaping upskilling for workers and transformation for organisations.

You will collaborate with government agencies, unions, and employers, representing NTUC LearningHub in sector level and tripartite platforms, while leading cross-functional teams through ideation, pilot, launch and scale.

Qualifications

• Around 5+ years of experience in product management, programme development, training design, digital transformation or strategic partnerships.
• Exposure to the Connectivity sector and/or public/private bus, taxi or private-hire operators is strongly preferred.
• Experience working with government agencies, industry bodies or large stakeholder networks is an advantage.
• Familiarity with Singapore’s CET ecosystem, including WSQ and unionised environments, is advantageous.
• ACTA, ACLP or DACE qualifications would be an added advantage.

Responsibilities

• Lead the full product lifecycle—from needs analysis and ideation to pilot, launch and scale.
• Design modular, stackable and outcomes-driven programmes (WSQ and non-WSQ) across Land Transport operations, practices, digitalisation, sustainability, AI and emerging technologies.
• Identify emerging AI use cases and workforce capability gaps within the Land Transport sector and translate them into relevant training products.
• Develop programmes that enable learners and companies to apply AI workflow automation, AI agents and low-code/no-code technologies to improve productivity and business processes.
• Ensure alignment with national frameworks and priorities from relevant government agencies and industry stakeholders.
