Job summary

SG ENVIRO PTE. LTD. is seeking an experienced Procurement lead to develop and execute sourcing strategies, manage daily procurement operations and build a network of international suppliers.

You will negotiate terms, oversee project procurement, and ensure compliance with ISO standards while guiding a lean three-person team. The role collaborates closely with Engineering and Project teams to meet project timelines and mitigate supply risks, requiring experience across EPC or environmental

Qualifications

• Bachelor’s degree required in supply chain, procurement, engineering, business admin or related field.
• Minimum 8 years procurement experience with at least 3 years in a managerial role.
• Experience in EPC, water treatment, environmental engineering, process engineering, industrial equipment, M&E or construction industries.

Responsibilities

• Develop and implement procurement strategies aligned with company objectives.
• Lead and manage the daily operations of the procurement department.
• Identify, evaluate and qualify new suppliers locally and internationally.
• Build long-term strategic partnerships with key suppliers.
• Ensure procurement activities comply with company policies, ISO standards, and statutory requirements.
• Build and maintain a reliable network of local and overseas suppliers and subcontractors.
• Negotiate pricing, payment terms, delivery schedules and contractual terms.
• Coordinate with Engineering and Project teams to understand project requirements and develop procurement schedules.
• Monitor supplier production, shipment and delivery status; identify supply chain risks and mitigation plans.
• Achieve annual procurement cost savings and analyse market trends and pricing.
• Coordinate with Warehouse and Operations on inventory requirements; monitor stock levels.
• Lead and develop the procurement team; establish KPIs and provide mentoring.

Key Responsibilities

Procurement & Strategic Sourcing

• Develop and implement procurement strategies aligned with company objectives.
• Lead and manage the daily operations of the procurement department.
• Identify, evaluate and qualify new suppliers locally and internationally.
• Build long-term strategic partnerships with key suppliers.
• Ensure procurement activities comply with company policies, ISO standards, and statutory requirements.

Vendor Management

• Build and maintain a reliable network of local and overseas suppliers and subcontractors.
• Qualify, appoint and periodically evaluate suppliers based on quality, pricing and delivery performance.
• Negotiate pricing, payment terms, delivery schedules and contractual terms.
• Maintain an approved vendor list and supplier database.
• Resolve supplier quality, delivery and commercial issues.

Project Procurement

• Work closely with Engineering and Project teams to understand project requirements.
• Review engineering specifications and material requirements to ensure accurate and timely procurement.Develop procurement schedules to support project timelines.
• Monitor supplier production, shipment and delivery status.
• Identify supply chain risks and develop mitigation plans to minimise project delays.

Cost Control

• Achieve annual procurement cost savings.
• Analyse market trends and pricing.
• Recommend alternative materials or suppliers without compromising quality.
• Monitor procurement budgets and purchasing expenditure.

Inventory & Logistics

• Coordinate with Warehouse and Operations on inventory requirements.
• Monitor stock levels of critical materials and spare parts.
• Coordinate logistics, freight forwarding, customs clearance and import/export documentation when required.

Team Leadership

• Lead and develop the procurement team.
• Establish procurement KPIs and monitor performance.
• Train and mentor procurement executives and buyers.
• Promote continuous improvement within the procurement function.

Job Requirements

• Bachelor’s degree in supply chain management, Procurement, Engineering, Business Administration or related discipline.
• Minimum 8 years of procurement experience with at least 3 years in a managerial role.
• Prior experience in EPC, water treatment, environmental engineering, process engineering, industrial equipment, M&E or construction industries is needed.
• Knowledge of project procurement and contract management.
• Experienced in managing international suppliers (eg. China, Taiwan etc).
• Proficiency in Mandarin is required for liaising with Mandarin-speaking overseas vendors.
• Comfortable working in a start-up environment with a lean team size of three.
