Job summary

Craftsman Engineering Singapore Pte. Ltd. seeks an experienced procurement leader to steer strategic sourcing for large semiconductor and pharmaceutical capital projects.

You will own supplier governance, end-to-end tendering, contract administration, and cost optimisation while upholding regulatory and ethical standards. Qualifications

• Diploma in Logistics, Engineering, or related field; master’s preferred.
• Progressive procurement leadership experience in large capital projects.
• Experience with semiconductor or pharma plant-construction procurement.
• Expertise in tendering, contract management, and supplier negotiations.
• Proficient in ERP procurement modules, spend analysis and TCO.

Responsibilities

• Formulate and implement strategic sourcing strategies aligned with capital-project goals for semiconductor and pharmaceutical plant build; drive value for cleanroom, M&E, process equipment, piping and engineering-service procurement.
• Co‑participate with management to review and enhance procurement policies and procedures reflecting industry best practices and regulatory constraints.
• Oversee supplier lifecycle management including qualification, onboarding, KPI-based performance appraisal, remediation, renewal or off-boarding.
• Lead commercial negotiations with key suppliers to secure favourable pricing, terms, warranties and SLAs; resolve supply disruptions, quality issues and under-performance.
• Own end-to-end tender and quotation administration; lead bid evaluation, prepare award papers and secure internal approvals; review contracts for commercial, legal and risk considerations.
• Identify supply-chain and commercial risks and deploy mitigating measures; propose process-improvement initiatives to boost efficiency with governance.
• Exercise spend & budget oversight; identify consolidation opportunities, monitor cost variance, report cost savings against targets.
• Ensure procurement activities adhere to policy, regulatory requirements and ethics; maintain audit trails and report performance to management.
• Collaborate with cross-functional departments, provide procurement guidance and support delivery of new capital-construction projects.
