Job summary

NTUC in Singapore invites an experienced policy leader to develop and advocate labour market policy positions. The role leads research projects, synthesises evidence, and engages diverse stakeholders to shape actionable policy options.

You will design research using both quantitative and qualitative methods, prepare policy papers and speeches, and work with unions, government bodies and employers to test findings and refine options. Strong writing and presentation skills are essential.

Qualifications

  • At least 5 years of relevant experience in public policy, policy research, labour market analysis, workforce development, strategy or related field.
  • Strong analytical skills combining quantitative evidence with qualitative insights.
  • Excellent writing and presentation skills.
  • Good understanding of Singapore's economy and tripartite system.
  • Ability to engage diverse stakeholders and test findings.
  • Self-motivated, collaborative and able to deliver high-quality outputs.

Responsibilities

  • Develop and contribute to NTUC's policy positions, advocacy priorities and recommendations on labour market, workforce and economic issues.
  • Lead selected policy and research projects from framing questions to actionable recommendations and represent NTUC with senior stakeholders.
  • Gather and synthesize evidence from economic indicators, workforce trends and stakeholder perspectives to identify emerging issues.
  • Design and undertake research using quantitative and qualitative methods, including surveys, focus groups, interviews and case studies.
  • Develop concise policy papers, submissions, briefs, speeches and presentations for NTUC leaders and tripartite platforms.
  • Engage unions, workers, Government agencies and employers to test findings and refine policy options.
  • Shape projects and collaborate across the department and Labour Movement to strengthen capabilities.
  • Guide and develop officers and contribute to stronger research, writing, knowledge-management and policy capabilities in a high-performing team.
  • Contribute thought leadership to wages, employment, skills, workforce transformation, and the future of work.
