Job summary

Percept Solutions currently seeks a diligent Finance and Projects Administrator to support financial tracking, budgeting, procurement, and management reporting for Build and Operate initiatives in Singapore. You will work with platform leads and stakeholders to ensure accurate costs and timely records in line with internal policies.

Qualifications

  • Diploma or Degree in Business, Finance, Accounting or a related discipline.
  • Two years of experience in banking or financial services would be an advantage.
  • Good understanding of accounting and financial principles.
  • Proficient in Microsoft Office, particularly Excel and PowerPoint.
  • Strong analytical and critical-thinking skills.
  • Meticulous and organised, with the ability to manage multiple priorities.
  • Effective communication skills and a collaborative approach to working with internal stakeholders and vendors.
  • A quick learner who can work independently with minimal supervision and basic process guidance.
  • Able to meet deadlines and prioritise work in a fast-paced environment.

Responsibilities

  • Track and report Build and Operate financials in partnership with platform leads and stakeholders.
  • Support the allocation and charge-out of development effort to projects.
  • Coordinate resource supply and demand planning with managers.
  • Extract and prepare timesheet reports, verify monthly charges against approved amounts, and escalate discrepancies.
  • Prepare supporting documentation for capital expenditure charge-outs to the Finance Fixed Asset team.
  • Track and submit accruals to Finance with valid supporting documents.
  • Support annual Build and Operate budget submissions, reviewing submissions for completeness.
  • Support monthly GLAO reconciliation and SCM tracking and reporting.

Job description

Support platform leads and project managers in financial tracking, resource planning, contract administration and management reporting. Ensure project costs, procurement activities and financial records are accurate, timely and aligned with internal policies and approved budgets.

Key Responsibilities:
Financial Management & Resource Planning:
  • Track and report Build and Operate financials in partnership with platform leads and stakeholders.
  • Support the allocation and charge-out of development effort to projects.
  • Coordinate resource supply and demand planning with managers.
  • Extract and prepare timesheet reports, verify monthly charges against approved amounts, and escalated discrepancies to Project Managers and Team Leads.
  • Prepare supporting documentation for capital expenditure charge-outs to the Finance Fixed Asset team.
  • Track and submit accruals to Finance with valid supporting documents.
  • Support annual Build and Operate budget submissions, reviewing submissions for completeness.
  • Support monthly GLAO reconciliation and Strategic Cost Management (SCM) tracking and reporting.
Contract & Procurement Management:
  • Process contracts promptly, ensuring required approvals are obtained and expenditure remains within budget.
  • Create Purchase Requisitions (PRs) in Coupa for Purchase Order (PO) issuance to vendors.
  • Review contract submissions for compliance with guidelines and standards.
  • Follow up with internal stakeholders and vendors on outstanding contracts, signatures and Delegation of Authority (DOA) approvals.
  • Ensure accurate PC Code, General Ledger (GL) and Fixed Asset (FA) coding to minimise payment reclassification.
  • Ensure the Contract Management Process (CMP) is completed for contracts exceeding S$200,000, inclusive of GST.
  • Track Master Service Agreement (MSA) renewals and coordinate timely completion.
  • Coordinate contract lodgement with Group Procurement Services (GPS).
Project Administration & Reporting:
  • Assist Work Managers with project documentation, processes, reporting and use of GENE.
  • Maintain accurate project financials, documentation and status updates in GENE.
  • Prepare and submit management reports for major projects and programmes.
  • Verify that submitted information is complete, accurate and current.
  • Coordinate with stakeholders to resolve outstanding documentation, financial and process issues.
Requirements:
  • Diploma or Degree in Business, Finance, Accounting or a related discipline.
  • At least two years of experience in banking or the financial services industry would be an advantage.
  • Good understanding of accounting and financial principles.
  • Proficient in Microsoft Office, particularly Excel and PowerPoint.
