Job summary

3 Cubed Business Consulting is seeking an experienced Technical Project Manager to lead infrastructure and OT initiatives across manufacturing sites. The role involves coordinating Plant IT/OT, PCS, MOM/MES, and cybersecurity workstreams to ensure timely delivery and governance.

You will drive risk management, stakeholder communications in Mandarin Chinese and English, and prepare executive reports and dashboards for leadership.

Qualifications

• Experience managing projects within Plant/OT, PCS, MOM, or MES environments.
• Proven ability to deliver infrastructure, operational technology, or manufacturing technology projects.
• Strong skills in project planning, scheduling, resource management, and delivery oversight.
• Proficient in managing project risks, issues, dependencies, and stakeholder communications through a structured RAID process.
• Ability to coordinate cross-functional teams including infrastructure, applications, cybersecurity, engineering, operations, and third-party vendors.
• Experience managing technical dependencies across network, server, cloud, security, and application environments.
• Strong vendor and stakeholder management capabilities.
• Experience coordinating project cutovers, transition activities, and operational handovers.
• Excellent written and verbal communication skills, including preparing executive reports, dashboards, and governance materials.
• Fluency in Mandarin Chinese and professional proficiency in English to facilitate meetings and stakeholder communications in both languages.
• Strong analytical, organizational, problem-solving, and decision-making skills.

Responsibilities

• Develop and manage integrated project plans, schedules, milestones, resources, and deliverables to ensure timely project completion
• Coordinate daily project activities across infrastructure, applications, cybersecurity, plant operations, engineering teams, and third-party vendors to maintain alignment and progress
• Identify, assess, and manage project risks, assumptions, issues, dependencies, decisions, and actions using a structured RAID management process
• Facilitate project meetings, workshops, governance reviews, and stakeholder communications in Mandarin Chinese and English to support effective collaboration and decision-making
• Monitor project progress, detect deviations in schedule, scope, or delivery, and implement corrective actions and escalations promptly
• Manage technical dependencies across Plant IT/OT, PCS, MOM/MES, network, server, cloud, cybersecurity, and application workstreams to ensure seamless integration
• Prepare and present project status reports, dashboards, executive summaries, decision papers, and recovery plans to stakeholders and leadership teams
• Coordinate project cutover activities, transition readiness, and operational handover to support teams for smooth project closure
• Ensure compliance with project governance standards, cybersecurity policies, plant safety requirements, and organizational change management processes
• Track vendor commitments, deliverables, implementation progress, performance, and resolve project delivery blockers efficiently
• Collaborate with business stakeholders, site teams, technical teams, and vendors to drive successful project execution and delivery
• Support decision-making by providing accurate project reporting, risk assessments, and impact analysis
