Job summary

RRecruiter Pte. Ltd. is seeking a skilled planning professional to lead tender planning and programme management for major civil infrastructure projects in Singapore.

You will develop detailed schedules, manage WBS structures, and coordinate with PMs, consultants, subcontractors, and procurement teams to ensure on-time delivery. The role requires extensive Primavera P6 expertise, strong understanding of construction methodologies, and a track record of delivering complex civil works in

Qualifications

• Degree/Diploma in Civil Engineering, Construction Management, Project Management or related discipline.
• Relevant experience in planning/programme management for civil engineering, infrastructure, or construction projects.
• Experience in Singapore projects, MRT/rail, tunnels, roads, bridges, utilities, or other major civilworks.
• Strong proficiency in Oracle Primavera P6, including CPM, baseline management, progress updating, forecasting, variance, and delay analysis.
• Good understanding of construction methods, sequencing, productivity, resource planning, and project controls.

Responsibilities

• Handle tender planning and project execution.
• Develop and maintain tender, baseline, recovery, and revised programmes using Primavera P6.
• Establish WBS, activity sequencing, logiclinks, milestones, critical paths, and project schedules.
• Translate construction methods, design, procurement, approvals, and site activities into practical programmes.
• Monitor actual vs. planned progress, identify delays and programme risks, and recommend recovery measures.
• Prepare look-ahead schedules, weekly/monthly progress reports, S-curves, dashboards, and forecasts.
• Coordinate programme information with project managers, consultants, subcontractors, design, construction, procurement, and commercial teams.
• Support delay analysis, EOT assessments, and contractual/claims documentation.
• Prepare tender programmes, review construction requirements, and identify key programme risks and constraints.
• Review subcontractor programmes and ensure alignment with the overall project schedule.
• Contribute to improving planning standards, templates, and project controls practices.
