Job summary

VITAL (Ministry of Finance) is seeking an Assistant Director, Payroll Services to lead Payroll & Claims Shared Services for Government Agencies, driving policy-ops-tech integration with MOF, PSD and AGD. You will manage specialists, oversee daily operations, and ensure readiness while aligning with regulatory requirements.

You will guide a growing team, plan resourcing, and push forward automation and analytics initiatives to improve payroll services across the Singapore Public Service.

Qualifications

• Good knowledge of HR & Payroll (SAP) and its ecosystem locally and internationally.
• Advanced knowledge of emerging digital and automation technologies and data analytics in HR & payroll.
• Good collaboration and stakeholder engagement skills.
• Good logical thinking and analytical skills.
• Able to work in a fast-paced environment.
• Good management skills to oversee a team of payroll specialists.

Responsibilities

• Provide professional leadership, overseeing Payroll and Claims Shared Services teams for smooth daily operations and high performance.
• Drive manpower planning, team restructuring, business process re-engineering, tech advances and regulatory adaptability.
• Lead projects to strengthen policy-ops-tech integration with MOF/PSD/AGD and ensure resources availability.
• Ensure governance and risk management; work with Compliance and QA to close gaps and mitigate risks.
• Analyze operations using analytics and workforce tools and implement improvements.
• Guide and supervise Section Managers on day-to-day management of teams and operations.
• Plan sustainable resourcing and review staff utilisation to meet needs.
• Provide guidance on daily operation work and career growth.
• Review, manage and report team performance.
