Job summary

Quest Oracle Community seeks a Payroll Manager to oversee the Payroll and HR Finance function across APAC, focusing on Singapore, India, and Japan. You will manage payroll accounting, tax matters, and streamline processes with external providers such as banks and payroll agents.

The role requires payroll and HR finance experience, familiarity with APAC rules, and IT proficiency with systems like PeopleSoft and Concur; hedge funds or investment management experience is a plus.

Qualifications

• Payroll and HR finance experience is a must.
• Familiar with APAC employment rules and regulations.
• Experience with hedge funds, investment management and/or securities broker preferred.
• Good IT skills and familiarity with PeopleSoft and Concur.

Responsibilities

• Oversee Payroll and HR Finance function across APAC regions (Singapore, India, Japan).
• Payroll accounting and identify process improvements; streamline and automate processes.
• Manage employment related tax matters including withholding tax and related filings.
• Liaise with external providers such as banks, payroll agents, tax advisors and vendors.
• Oversee daily accounts payable/expense claim flow and cash flow management.
• Handle ad-hoc queries related to AP/Expense claim process.
• Maintain the expense processing system.
• Participate in financial operations projects.

PAYROLL MANAGER

RESPONSIBILITIES:

1. Oversee Payroll and HR Finance function across APAC with Singapore, India, and Japan focus
2. Payroll accounting and identify process improvements opportunities; working with the company to streamline and automate processes
3. Manage employment related tax matters including withholding tax and in-bound/ out-bound arrangements, employer tax filing,
4. Maintaining a close working relationship with external providers such as banks, payroll agent, tax advisors and other vendors and
5. Oversee daily accounts payable/ expense claim process flow and cash flow management
6. Handle ad-hoc queries related to the accounts payable/ Expense claim process
7. Maintain the expense processing system
8. Participate in financial operations project

REQUIREMENTS:

1. Degree educated with emphasis in Accounting is a plus
2. Payroll and HR finance experience is a must
3. Familiar with APAC employment rules and regulations
4. Experience with Hedge Funds, Investment Management and/or Securities broker preferred
5. Good IT skills and have used Peoplesoft, Concur, and Other Accounts Payable system is ideal
