Job summary

Ministry Of Social And Family Development (MSF) in Singapore is seeking a proactive professional to join the Ops Planning team within the Transformation division of the SOE Pillar at ECDA. The role focuses on aligning preschool subsidies and related services with ECDA objectives, driving operational excellence and evidence-based decisions.

You will collaborate with pillar divisions and stakeholders to map processes, support data strategy implementation, and lead improvements across subsidy

Qualifications

• Experience in policy development or implementation and/or process improvements with data-driven analysis and performance monitoring.
• Design customer-centric services, map user journeys, and leverage technology to enhance service delivery while ensuring quality standards.
• Experience in data analysis, performance monitoring, and using data-driven insights to support strategic decision making and continuous improvement.
• Experience in developing implementation strategies, managing transitions, and engaging stakeholders to ensure adoption of new processes and systems.

Responsibilities

• Design and review preschool subsidies policies and frameworks to enhance service delivery.
• Monitor operational performance and address service gaps.
• Coordinate with internal divisions and external stakeholders to align strategies with ECDA objectives.
• Support change management and implementation of service delivery improvements.
