Job summary

PACC Offshore Services Holdings Ltd in Singapore is seeking a Manager, Training & Development to drive training, competency and workforce development across the POSH offshore fleet.

Partnering closely with Crewing, Operations and key stakeholders, the role oversees training planning, competency tracking, compliance monitoring, training partnerships, and ensures that training requirements are effectively identified, delivered and recorded and crew are competent and trained adequately for vessels

Qualifications

• Minimum 5 years in offshore maritime sector, with at least 3 years in shore-based T&D role and exposure to regulated/compliance-driven training environments.
• Familiarity with learning management systems (LMS) and e-learning delivery.
• Bachelor's degree in HR, Education, or related field; training/facilitation certification an advantage.

Responsibilities

• Oversee training planning, competency tracking, and compliance monitoring across fleet.
• Manage vendor and training partner relationships to ensure quality and cost-effectiveness.
• Develop structured learning pathways and leadership development for officers and seafarers.
• Coordinate training schedules with crew rotations and vessel availability to avoid delays.
• Monitor training effectiveness, budget performance and learning outcomes.
