Job summary

The Ministry of Defence of Singapore is seeking a capable Business Analyst to bridge operations, technology and product delivery, translating user needs into actionable digital transformation recommendations. You will engage operational units, document requirements as user stories and support governance while delivering operationally relevant digital solutions in a military context.

Qualifications

• Education in Business Analytics, Information Systems, Computer Science, Engineering, Operations Research or a related discipline is preferred.
• At least 3 years of relevant experience in business analysis, digital product delivery or digital transformation is preferred.
• Certified Business Analysis Professional (CBAP), Certified Scrum Product Owner (CSPO), Project Management Professional (PMP) or equivalent certifications are preferred.
• Strong analytical and problem-solving skills.
• Good communication and stakeholder management skills.
• Appointment will be commensurate with your experience.

Responsibilities

• Engage operational units to understand business needs, facilitate discovery workshops and design-thinking sessions, and develop future-state workflows and transformation recommendations.
• Gather, document and validate requirements, translating them into user stories, process maps and acceptance criteria.
• Recommend the most appropriate solution pathway, including existing or custom-developed solutions.
• Support sprint planning, backlog refinement, User Acceptance Testing (UAT) and deployment planning of product delivery.
• Identify opportunities to streamline processes, conduct workflow analysis and process redesign exercises.
• Ensure compliance with governance directives, supporting use-case registration, impact assessments and documentation.
• Navigate product requirements from users and understanding the military context to deliver operationally relevant digital solutions.
• Managing a diverse range of stakeholders with competing priorities and expectations, while ensuring alignment to operational outcomes and compliance with governance requirements.
