Job summary

MNC Consultancy in Singapore is hiring a MEP Cost Manager to deliver full-spectrum cost management for infrastructure and building projects, from early estimates to final accounts. You will influence and negotiate with clients, contractors, and stakeholders to protect cost interests throughout the project lifecycle.

Role requires strong technical expertise, sound commercial judgment, and leadership to mentor junior QS staff where applicable.

Qualifications

• Degree in Quantity Surveying or Cost Management or equivalent.
• Experience across full cost management scope: estimates, BQ, value engineering, tendering, contracts, change orders, final accounts.
• Experience in both infrastructure and building projects.
• Strong contract knowledge (e.g., FIDIC, PAM, local forms).
• Excellent communication, negotiation, and numerical accuracy.
• Proficient in cost management software and Excel.

Responsibilities

• Prepare and review cost estimates from feasibility to detailed design.
• Prepare, measure, and manage Bills of Quantities to standards.
• Lead value engineering to optimise project cost without compromising function.
• Manage tendering: documents, evaluation, contractor recommendation.
• Apply contract knowledge to procurement and contract administration.
• Assess change orders with cost impact analysis and timely resolution.
• Oversee final account close-out with accuracy and client alignment.
• Provide cost advice and reporting across project lifecycle, including budgeting and cash flow.
• Negotiate with clients, consultants, contractors, and suppliers to protect cost interests.
• Identify commercial risks and opportunities; mentor junior staff where applicable.
