SUMMARY OF THE ROLE
We are looking for a Manager to help drive MOHH and MOHH Group’s sustainability agenda. The role spans corporate sustainability strategy, GreenGov.SG implementation, Group sustainability reporting, climate-related risk and scenario analysis, decarbonisation planning, and sustainability data and digital enablement.
The successful candidate will strengthen the governance, risk, controls and data foundations supporting sustainability reporting and implementation across a large and complex Group. Success requires strong stakeholder and project management, analytical and digital fluency, and the ability to create structure and momentum in an evolving sustainability landscape. Familiarity with public healthcare operations is advantageous.
JOB RESPONSIBILITIES
1) Corporate sustainability strategy and capability building
- Support the implementation and embedding of MOHH’s corporate sustainability strategy across divisions, including the development of practical guidance, communications and capability-building initiatives.
- Support the development and review of MOHH Group’s sustainability priorities, workplans and performance measures, aligned with relevant national and organisational objectives.
- Facilitate knowledge sharing, workshops and cross-entity learning to strengthen sustainability understanding and implementation across MOHH and the Group.
2) GreenGov.SG & BCA Green Mark implementation
- Coordinate and track applicable GreenGov.SG requirements for public healthcare institutions, including Environmental Scorecards, Resource Management Plans and related submissions.
- Consolidate and review sustainability performance data, monitor implementation progress and support timely reporting to MOH, MSE and other relevant agencies.
- Support PHIs in addressing applicable BCA Green Mark, Greening Plan, Mandatory Energy Improvement, Design for Operations and Maintenance and related building-performance requirements.
- Coordinate relevant technical studies, audits and cross-institutional efforts supporting GreenGov.SG and decarbonisation objectives.
3) Group sustainability reporting, governance and risk
- Coordinate components of MOHH Group sustainability reporting, including data collection, validation, consolidation, review and disclosure preparation, in line with prevailing standards such as International Sustainability Standards Board (ISSB).
- Support the operationalisation of Group sustainability governance, reporting processes and internal controls, including roles, timelines, review routes, documentation and issue escalation.
- Work with Finance, Enterprise Risk Management, Internal Audit, entities and other functions to integrate sustainability-related risks and opportunities into relevant reporting, risk and governance processes.
- Support the assessment and tracking of material sustainability topics, reporting readiness, control gaps and actions required for future assurance.
- Prepare management and governance updates on reporting progress, key issues and decisions required.
4) GHG inventory, climate risk and decarbonisation planning
- Coordinate MOHH Group GHG inventories, including Scope 1, 2 and 3 reporting.
- Maintain consistent organisational boundaries, methodologies, emission factors, data-quality checks and audit-ready supporting documentation.
- Support climate scenario analysis and the identification and assessment of physical and transition risks and opportunities.
- Coordinate the development and tracking of decarbonisation plans, emissions-reduction pathways and performance indicators for MOHH Group and relevant PHIs.
- Analyse environmental and carbon-performance information and translate findings into clear recommendations and decision options for management.
5) Digital and data enablement
- Support the implementation and ongoing operation of MOHH Group’s sustainability reporting platform, including requirements gathering, system configuration, testing, data migration, user onboarding and issue resolution.
- Work with entities, data owners and technology partners to establish reporting hierarchies, data definitions, workflows, validation checks, approval routes and audit trails.
- Use dashboards, data visualisation, workflow automation and other fit-for-purpose tools to streamline submissions and improve data quality, traceability and management visibility.
- Maintain clear process and system documentation and support users in adopting new reporting tools and workflows.
- Stay abreast of relevant digital and AI-enabled tools and assess opportunities to improve reporting efficiency, analysis and controls.
6) Stakeholder engagement, communications and programme delivery
- Coordinate cross-functional sustainability work involving MOH, MOHH divisions, subsidiaries, public healthcare institutions and external partners.
- Develop stakeholder engagement and change-enablement plans that consider operational constraints, dependencies and implementation readiness.
- Prepare executive-ready papers, presentations and updates for senior management, committees and other governance forums.
- Manage assigned sustainability projects, consultants and partnerships to agreed scope, timelines and outcomes.
- Support the development of business cases and assessments of costs, benefits, risks and implementation considerations for sustainability interventions.
JOB REQUIREMENTS
Education Requirement(s):
- Degree in Accountancy, Finance, Risk Management, Information Systems, Business Analytics, Engineering or Sustainability Management, or a related discipline.
- Relevant professional qualifications or training in sustainability reporting, risk management, internal controls, data governance or carbon accounting would be advantageous.
Experience required:
- At least 7+ years of relevant experience in sustainability, corporate reporting, enterprise risk management, finance or reporting transformation, internal controls, data governance, digital-system implementation or related work.
- Practical experience in sustainability or corporate reporting, risk and controls, data management or enterprise reporting systems.
- Experience coordinating complex, cross-functional programmes across multiple business units, entities or stakeholders.
- Experience in carbon accounting, climate risk, decarbonisation or sustainability strategy would be advantageous.
- Experience in public healthcare, the public sector or another large and regulated organisation would be advantageous.
