Job summary

sggovterp is seeking a professional to join the Development team, focusing on cost planning, procurement and contract administration across projects. You will collaborate with project managers, consultants, contractors and stakeholders to ensure governance, regulatory compliance and sound financial controls.

The role involves managing budgets, cashflows and procurement processes for public sector works, with emphasis on rigorous documentation and timely reporting to support project success.

What the role is

In this role, you will be part of the Development team managing building project cost planning, procurement and contract administration, as well as ensuring proper project governance and adherence to procurement, contractual, policy and regulatory requirements. You will be working closely with project managers, consultants, contractors and stakeholders in your areas of work.

What you will be working on

• Work with project teams from initiation to post-construction stages, in planning for project cost, seeking funding and managing budget.
• Co-plan and manage consultancy and construction procurement works, including tender timelines and processes.
• Work with project teams in drafting and reviewing tender documents, managing tender queries, evaluating tender submissions, providing recommendations and supporting tender award.
• Manage contracts including administering submissions of certificates/warranties/ agreements, reviewing and processing payments, reviewing claims relating to work variations, Extension of Time (EOT) and Loss & Expense (L&E), finalisation of accounts and related contractual documentation.
• Attend project / construction site meetings/discussions where necessary to provide contractual advice and support.
• Track and review cashflow projections and prepare necessary reports.
• Cost data analysis of past and current projects to support budget and project planning.
• Support the review of divisional policies and guidelines.
• Ensure proper project governance and regulatory compliance.

What we are looking for

• Relevant background in Contract Management, Quantity Surveying, Building or other relevant fields.
• [Procurement] Preferably at least 5 to 8 years of relevant working experience, familiar with public sector works and government procurement system.
• [Contract Management] Strong knowledge of construction contract administration, including using PSSCOC and construction project finance.
• [Budget Planning & Administration] Experience in project cost planning, budget management and cashflow monitoring.
• Good communication, analytical, problem-solving and stakeholder management skills. Meticulous and attentive to details.
• Dynamic, efficient and highly motivated, with the ability to multi-task in a fast-paced environment and manage multiple concurrent projects and competing priorities.
