Job summary

The Singapore Economic Development Board (EDB) invites applications for a role in the Industry Manpower Development Division. You will develop and review human capital products, including training grants and work pass schemes, supporting investment and industry growth through end-to-end product development, communications and implementation.

You will partner with industry divisions, engage other government agencies and tertiary institutions on policies, analyse workforce data, and collaborate

Responsibilities

• Development and review of new and existing human capital products, such as training grants for Singaporeans and foreign work pass schemes to facilitate investment and industry development.
• Partner, advise and co-develop industry/firm-level solutions with EDB’s industry divisions to address talent and capability development interests and/or needs.
• Engage and work closely with other government agencies and tertiary education institutions on human capital policies and initiatives.
• Analyse workforce data and industry trends to facilitate the next bound of policy development and enhancement.
• Work across multiple project teams within the Industry Manpower Division, thereby gaining a wide range of exposure to different industries and policy options.

About the Industry Manpower Development Division (IMD) In the face of external challenges and internal constraints, Singapore needs to develop a globally competitive workforce to strengthen our standing in current and future growth industries on the global stage. Operating with this backdrop, IMD’s work includes influencing national manpower polices, developing a conducive education and capability development ecosystem, creating tools and initiatives to support Singaporeans’ career aspirations and seize good job opportunities, optimising access to global talent and build an industry-ready workforce. IMD collaborates with EDB’s industry groups, Government agencies and companies to ensure policies take into consideration industry feedback and develop balanced manpower strategies that cut across socio-economic needs.

[What you will be working on]

Your responsibilities include but not limited to:

• Development and review of new and existing human capital products, such as training grants for Singaporeans and foreign work pass schemes to facilitate investment and industry development. This is an end-to-end process involving product development, communications, and implementation.
• Partner, advise and co-develop industry/firm-level solutions with EDB’s industry divisions to address talent and capability development interests and/or needs.
• Engage and work closely with other government agencies and tertiary education institutions on human capital policies and initiatives.
• Analyse workforce data and industry trends to facilitate the next bound of policy development and enhancement.
• Work across multiple project teams within the Industry Manpower Division, thereby gaining a wide range of exposure to different industries and policy options.

[What we are looking for]

Requirements

• A degree in any discipline with at least four years of relevant work experience; preferably exposure to consulting, public policy, capability development, corporate/regional HR experience or related areas
• Familiarity and interest in the areas of education, training and human capital development would be advantageous
• A strategic thinker with strong analytical ability; inquisitive, open-minded, and resourceful
• Self-motivated with a strong work ethic; able to independently deliver outcomes effectively and efficiently
• Excellent communication and interpersonal skills both written and spoken; including ability and experience in engaging and managing internal and external stakeholders across all levels of seniority
• Singapore Citizen
