Job summary

Ministry of Education, Singapore (MOE) is seeking a Manager/Senior Manager, Business Operations in the Infrastructure & Facility Services Division to partner product managers, engineers, vendors and stakeholders to design, deliver and operate digital products supporting infrastructure planning, project delivery and facilities management.

The role focuses on Smart Planning, Smart Project Management and Smart Facilities Management, ensuring digital solutions address needs and are adopted

Qualifications

• 2+ years of experience in operations, software project management, facilities management or digital transformation work.
• Experience with systems, data or digital products would be advantageous.
• Strong analytical, problem-solving, communication and stakeholder management skills.
• Ability to understand and improve operational workflows and balance operational needs with project timelines.
• Comfortable navigating ambiguity and bringing structure to complex issues.

Responsibilities

• Work with schools, domain teams and users to understand workflows and translate them into clear business requirements.
• Define and validate business problems with stakeholders and ensure solutions align with operational needs.
• Support onboarding, communications, training, UAT and rollout activities.
• Oversee daily operations of products including system administration, access control and documentation.
• Track product adoption and operational benefits for management reporting.

You will ensure that the digital products address business needs and are effectively adopted across schools and MOE HQ.

As a Manager/ Senior Manager, Business Operations in the Infrastructure & Facility Services Division (IFSD), you will partner product managers, engineers, vendors and business stakeholders to design, deliver and operate digital products supporting infrastructure planning, project delivery and facilities management centred around Smart Planning, Smart Project Management and Smart Facilities Management. You will ensure that the digital products address business needs and are effectively adopted across schools and MOE HQ.

What You Will Be Working On

• Work with schools, functional domain teams and users to understand workflows, policies and pain points to translate them into clear business requirements and identify opportunities to simplify, automate and improve processes
• Partner product managers and users to define and validate business problems through interviews, workshops and process reviews, provide operational context and domain expertise for solution design, and ensure proposed solutions are practical and aligned with operational needs
• Support implementation and adoption through planning and coordinating onboarding, communications, training, user acceptance testing and rollout activities
• Oversee daily operations of products, which includes system administration, user access and issue resolution, maintaining operational documentation, SOPs and guides, monitoring performance and channelling user feedback to Product and Engineering teams for continuous improvement
• Serve as the domain expert for system integrations, user journeys and data flows, and track product adoption and operational benefits, including improvements in productivity, compliance and service delivery, for management reporting

What We Are Looking For

• At least 2 years of experience in operations, software project management, facilities management or digital transformation work
• Experience in working with systems, data or digital products would be advantageous
• Strong analytical, problem-solving skills, communication and stakeholder management skills, with the ability to work effectively across diverse teams
• Ability to understand and improve operational workflows, and balance operational needs with project delivery priorities and timelines
• Comfortable navigating ambiguity, bringing structure to complex issue and constructively challenging assumptions
• Take ownership of outcomes, follows issues through to resolution and remains grounded in user and operational needs
