Job summary

TALENT-MERGE PTE. LTD. in Singapore is seeking an experienced Training & Development leader to head maritime training for seafaring personnel, aligning with operational needs.

You will develop competency frameworks, training matrices and learning plans for shipboard roles, coordinate mandatory, technical, safety, and professional development training per STCW and company standards. Qualifications

• Degree or higher in Maritime Studies, HR, Learning & Development, Business or Marine Engineering; maritime qualifications preferred.
• 7+ years of experience in maritime training, seafarer development, Marine HR or competency management.
• Strong knowledge of maritime training and regulatory requirements including STCW; exposure to TMSA and shipboard competency development is a plus.
• Experience with training needs analysis, competency frameworks, training programmes and LMS platforms, especially Workday Learning; familiarity with digital learning tools.
• Excellent communication, stakeholder management and coordination across multicultural teams.

• Monitor training completion, competency development and programme effectiveness using relevant learning data and feedback.
• Ensure training records and documentation are accurate, updated and ready for audits or compliance reviews.
• Manage the training budget and recommend improvements to programmes, processes and learning resources.

Requirements

• Degree in Maritime Studies, Human Resources, Learning & Development, Business, Marine Engineering or a related discipline; maritime professional qualifications would be advantageous.
• At least 7 years of relevant experience in maritime training, seafarer development, Marine HR, Learning & Development or competency management.
• Good knowledge of maritime training and regulatory requirements, including STCW; exposure to TMSA and shipboard competency development is preferred.
• Experience in training needs analysis, competency frameworks, training programmes and LMS platforms, preferably Workday Learning, as well as other digital learning tools.
• Strong communication, stakeholder management and coordination skills, with the ability to work effectively across multicultural and operational teams.
