Job summary

The Skills and Workforce Development Agency (SWDA) is seeking a proactive policy and transformation professional to oversee and drive Workforce Transformation initiatives in Singapore. You will collaborate with internal IT teams and other government partners to translate requirements into IT system solutions, perform UAT, and manage communications and change activities across multiple stakeholders.

You will work in a dynamic, cross-agency environment, applying Agile/Scrum methods to backlog

Qualifications

• Experience in incentive/programme/grant administration.
• Experience in communications and change management for large-scale go-to-market initiatives.
• Experience in Agile and Scrum methodologies and ceremonies.
• Stakeholder management (internal and external).
• Able to work well independently as well as in a team with problem solving and analytical skills.
• Adaptable to volatile, ambiguous, complex environments.

Responsibilities

• Work with internal and external stakeholders to scope business requirements and translate into user stories for IT systems housing the WT initiatives.
• Conduct user acceptance testing to ensure requirements are translated into systems.
• Conduct user research/feedback on user behaviour to inform user journeys.
• Implement communications plan and change management of partners.
• Support SFEC claim operations (including clawback/write-off operations, eligibility changes).

What the role is:

You will be part of the Enterprise Workforce Transformation Division to oversee and drive the implementation of Workforce Transformation programmes/grants/initiatives to support enterprises in embarking on Workforce Transformation and strengthening its nexus with Enterprise Transformation.

What you will be working on:

• Develop and implement policy/ops policy/operations relating to WT initiatives.
• Work with internal and external stakeholders such as SWDA’s in-house IT divisions and other government agencies to scope out business requirements and translate into user stories to be developed into the various IT systems housing the WT initiatives.
• Conduct user acceptance testing to ensure business requirements are properly translated into systems.
• Conduct user research/feedback on user behaviour to gather company insights on the painpoints translating into user journeys.
• Implement communications plan and change management of partners.
• Support SFEC claim operations (including clawback/write-off operations, eligibility changes).

What we are looking for:

• Experience in incentive/programme/grant administration.
• Experience in communications and change management for large-scale go-to-market initiatives.
• Experience in Agile and Scrum methodologies and ceremonies, guiding teams through backlog management and sprint planning effectively.
• Stakeholder management (internal and external).
• Able to work well independently as well as in a team with problem solving and analytical skills.
• Able to adapt quickly to volatile, ambiguous, complex and uncertain environment with multiple and changing timelines.
