Job summary

Parkway Hospitals Singapore Pte. Ltd. is seeking a Manager to lead contract administration, oversee infrastructure projects, and drive sustainability reporting for IHH Healthcare Singapore facilities.

You will own facilities management policies, manage vendor performance, and coordinate system ownership for the FM Work Order System, collaborating with IT and site teams to deliver compliant, cost-efficient services.

Qualifications

• Minimum Diploma or Degree in Engineering or related discipline from a recognised institution.
• Minimum 5 years of relevant experience in facilities management.
• Strong knowledge of facilities management operations, building systems, local regulatory requirements, and engineering best practices.
• Familiarity with sustainability reporting, energy management, utility monitoring, and environmental initiatives will be an advantage.
• Able to articulate ideas and recommendations clearly, both verbally and in writing.
• A collaborative team player with strong stakeholder management skills and a continuous improvement mindset.

Responsibilities

• Oversee country-level contracts, tenders and consolidated FM service agreements, ensuring compliance and cost effectiveness.
• Manage vendor relationships and performance, driving continuous improvement and cost optimisation.
• Lead as system owner for FM Work Order System, collaborating with IT and system vendors on enhancements and reporting.
• Custodian of Facilities Management policies and standards, ensuring compliance with regulations and engineering standards.
• Lead integration of new regulatory requirements and facilitate FM training for teams.
• Appoint consultants for due diligence studies and energy audits when required.
• Lead energy procurement strategies and long-term electricity contracts, evaluating renewables.
• Oversee and monitor utility consumption across facilities (electricity, water, gas).
• Own and manage sustainability reporting and GHG data across sites, including data validation.
• Support the VP/CRES with guidance to Hospital Facilities Management Managers.
• Undertake additional duties to support departmental objectives.

The Role

The Manager is responsible for contract administration and management, oversight of infrastructure projects, development and governance of corporate policies, system ownership, and sustainability reporting for IHH Healthcare Singapore.

Responsibilities

• Lead the planning, coordination, and execution of infrastructure projects across IHH Healthcare Singapore.


• Oversee country-level contracts, tenders and consolidated Facilities Management (FM) service agreements, ensuring compliance, service excellence, cost effectiveness, and explore synergy and savings for the organisation.


• Manage vendor relationships and performance, ensuring service delivery standards are met while driving continuous improvement, operational efficiencies, and cost optimisation initiatives.


• Lead as system owner for FM Work Order System, collaborating with IT and system vendors on system enhancements, upgrades, performance optimisation and reporting capabilities.


• Serve as the custodian of Facilities Management policies and standards, ensuring hospitals’ compliance with local building regulations, organisational policies, and engineering standards. Lead the integration of new built-environment regulatory requirements and facilitate training for FM teams to ensure ongoing compliance.


• Appoint consultants to conduct due diligence studies and energy audits across IHH Healthcare Singapore facilities when required.


• Lead energy procurement strategies for all four IHH Singapore hospitals, including the management of long-term electricity supply contracts and the evaluation of renewable energy solutions and sustainability initiatives.


• Oversee and monitor utility consumption across IHH Healthcare Singapore, including electricity, water, and gas usage.


• Own and manage IHH Healthcare Singapore's sustainability reporting and Scope 1 and Scope 2 greenhouse gas (GHG) data management, including monthly 3PMetrics submissions by conducting data validation and due diligence across all sites covering electricity consumption, ambulance fuel usage, anaesthetic gases, waste generation, and water consumption.


• Support the Vice President, Corporate Real Estate & Services (CRES), in providing guidance to Hospital Facilities Management Managers.


• Undertake additional duties and responsibilities as assigned to support departmental and organisational objectives.
