Qualifications

• Degree in Mechanical, Electrical or Building Services Engineering.
• 7+ years of M&E experience in building/construction.
• Hospital/healthcare project experience preferred.
• Ability to read/interpret M&E drawings and technical docs.

Responsibilities

• Manage and coordinate M&E works from construction through testing, commissioning and handover.
• Coordinate M&E with structural, architectural and other disciplines.
• Review drawings, shop drawings, specifications and method statements.
• Coordinate with consultants, subcontractors, suppliers and specialists to resolve site issues.
• Monitor works against project programme and ensure timely completion.
• Supervise M&E subcontractors including manpower, materials and equipment.
• Conduct site inspections for proper installation and compliance.
• Ensure M&E works comply with Singapore codes and authority requirements.
• Coordinate testing and commissioning with consultants and authorities.
• Identify delays, interface issues and technical risks; assist in recovery measures.
• Coordinate RFIs, technical queries and design changes for M&E works.
• Review progress claims and variations with project/commercial team.
• Maintain inspection, testing, commissioning records and as-built docs.

We are seeking an experienced M&E Manager to manage and coordinate mechanical and electrical (M&E)works for a major hospital development project in Singapore. The successful candidate will oversee the planning, coordination, installation, testing and commissioning of M&E systems, ensuring that works are completed safely, efficiently, on schedule and in accordance with project specifications and Singapore requirements.

Key Responsibilities

• Manage and coordinate M&E works from construction through testing, commissioning and handover.
• Coordinate mechanical, electrical and other building services works with structural, architectural and other disciplines.
• Review M&E drawings, shop drawings, specifications, method statements and technical submissions.
• Coordinate with consultants, subcontractors, suppliers and specialist contractors to resolve technical and site issues.
• Monitor M&E works against the approved project programme and ensure timely completion.
• Supervise and manage M&E subcontractors, including manpower, materials, equipment and work sequencing.
• Conduct regular site inspections to ensure proper installation, workmanship and compliance with approved drawings and specifications.
• Ensure M&E works comply with relevant Singapore codes, statutory requirements, authority requirements and project specifications.
• Coordinate inspections, testing and commissioning of M&E systems with consultants and relevant authorities.
• Monitor site progress and identify potential delays, interface issues and technical risks.
• Assist in developing recovery measures and resolving construction coordination issues.
• Coordinate RFIs, technical queries, design changes and site instructions relating to M&E works.
• Review M&E progress claims, variations and other relevant commercial matters with the project/commercial team.
• Ensure proper documentation of inspection records, testing and commissioning reports, as-built drawings and O&M manuals.
• Coordinate M&E requirements for testing, commissioning, integrated systems testing and project handover.
• Ensure compliance with project safety, quality and environmental requirements.
• Provide guidance and technical support to M&E engineers, supervisors and site teams.

Requirements

• Degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering or a related discipline.
• Minimum 7 years of relevant M&E experience in building or construction projects.
• Prior experience in hospital or healthcare projects is required.
• Strong experience in M&E coordination, installation, testing and commissioning for large-scale building projects.
• Good knowledge of mechanical, electrical, ACMV, plumbing & sanitary, fire protection and other building services systems.
• Good knowledge of relevant Singapore codes, statutory requirements and authority requirements.
• Experience in managing M&E subcontractors, consultants, suppliers and specialist contractors.
• Ability to read and interpret M&E drawings, specifications, shop drawings and technical documents.
• Good understanding of construction planning, programme monitoring, quality control and safety requirements.
• Strong coordination, communication, leadership and problem-solving skills.
• Proficient in Microsoft Office; knowledge of AutoCAD and relevant M&E/project management software will be an advantage.
