Job summary

PERSOL Singapore is seeking a Learning & Development professional to design and deliver learning interventions across classroom, virtual, and digital formats from Buona Vista. The role covers curriculum development, needs analysis, and collaboration with subject matter experts to build outcomes and materials.

You will manage projects, engage stakeholders at all levels, and explore innovative learning technologies to drive capability in Public Service finance and procurement.

Qualifications

• Degree in Human Resources, Learning & Development, Education, Business, or a related discipline.
• Experience in Learning & Development, instructional design, curriculum development, learning needs analysis, or digital learning is preferred.
• Strong planning, analytical, project management, and communication skills.
• Comfortable working with stakeholders at all levels and managing multiple projects.
• Self-motivated, resourceful, and passionate about developing people and enhancing organisational capability.

Responsibilities

• Design, develop, and evaluate learning interventions across classroom, virtual, blended, and digital formats.
• Conduct learning needs analysis and develop curriculum based on competency frameworks and training roadmaps.
• Partner with subject matter experts to develop course content, learning outcomes, and training materials.
• Assess and evaluate the effectiveness of learning programmes to drive continuous improvement.
• Develop engaging digital learning resources, including infographics, videos, articles, and other learning materials.
• Explore new learning technologies to enhance learner engagement.
• Build and maintain strong relationships with internal and external stakeholders.
• Manage project timelines, budgets, and deliverables while keeping stakeholders updated on project progress.
• Support capability development initiatives for Public Service finance and procurement professionals.
• Research emerging Learning & Development trends and market best practices to keep programmes relevant and innovative.
• Conduct market intelligence and translate insights into new learning solutions.
• Support consultancy projects by applying methodologies such as Design Thinking and process improvement to assist public agencies in their transformation journey.
