Job summary

Seacare Manpower Services is seeking a dedicated Learning & Development professional in Singapore. The role involves designing online, blended and classroom learning programmes for the Public Service, conducting needs analysis, and developing curriculum and resources.

You will collaborate with subject matter experts and agency stakeholders to create effective learning interventions and evaluate outcomes. The position requires 2–4 years in L&D and instructional design, strong project management

Qualifications

• 2-4 years of relevant experience in Learning & Development (L&D) and instructional design.
• Strong programme/project management, analytical and communication skills.
• Experience in learning needs analysis and learning evaluation.
• Excellent stakeholder management and interpersonal skills.
• Self-motivated, proactive, meticulous and adaptable.
• Comfortable working in a fast-paced and changing environment.
• Strong interest in innovation, learning and continuous improvement.

Responsibilities

• Design and develop online, blended and classroom learning programmes for the Public Service.
• Conduct learning needs analysis and develop curriculum, training materials and learning resources.
• Work with subject matter experts and agency stakeholders to develop effective learning interventions.
• Evaluate programme effectiveness and monitor learning outcomes and impact.
• Manage end-to-end programme development, including scope, budget, timelines and stakeholder coordination.
• Conduct research on emerging L&D practices, trends and methodologies.
• Support consultancy projects involving design thinking, process improvement and organisational transformation.
