Responsibilities

• Design and deliver solution experiences aligning business and technical needs with architecture and non-functional requirements (security, resiliency, performance).
• Oversee deployment, monitoring, maintenance and upgrades of application systems with OSA and RCV practices to manage incidents and changes.
• Apply business analysis tools to elicit requirements and build business cases for digitalisation and process improvements.
• Manage outsourced vendors and in-house contractors, including tender specs, procurement and compliance with policies and standards.
• Implement ICT governance policies and manage IT projects to align with objectives, scope, cost and schedule.
• Ensure quality of systems by testing, diagnosing faults and coordinating with teams to resolve deployment and production issues.

Job description

What the role is

The Enterprise Platform Division (EPD) is responsible for conceptualisation, implementation and management of enterprise-wide solutions. You will be part of a dynamic team within Enterprise Platform Division under Information Technology Department. You will be working on finance related projects and internet facing portal for financial institutions.

What you will be working on

• Design and deliver solution experiences that meet user needs through human, digital and physical interactions, mapping business and functional requirements to application and technical requirements, and ensuring designs remain consistent with the overall project architecture, objectives and non-functional requirements such as security, resiliency and performance.
• Manage the deployment, monitoring, maintenance and upgrade of application systems, and apply Operational Support and Analysis (OSA) and Release, Control and Validation (RCV) practices to manage incidents, problems, changes and releases in a timely manner.
• Apply business analysis tools and techniques to elicit and manage business requirements, analyse business problems, and develop compelling business cases to support digitalisation and process improvement initiatives.
• Manage outsourced vendors and in‑housed contractors, including developing tender specifications, conducting procurement, and ensuring vendor compliance with agile methodologies, quality management systems and relevant policies and standards.
• Implement and ensure compliance with ICT Governance policies and standards, adhere to risk frameworks, and plan and manage IT projects to ensure alignment with business objectives within established scope, cost and schedule.
• Assure the quality of systems and applications by assessing test scenarios, environments and reports, diagnosing system faults, and coordinating with technical teams to resolve deployment, integration and production support issues, while directing day‑to‑day IT operations and continuously improving service performance.

What we are looking for

• Possess a tertiary qualification with preferably 8 to 10 years of relevant working experience in project management, business analysis and system operations.
• Possess experience in the technical aspects of systems integration within an environment of diverse technologies, including coding languages, databases, application architecture, cloud technologies and IT security.
• Possess experience in project management, vendor management, incident management, problem management and release management.
• Demonstrate strong experience in managing business, IT and senior stakeholders, with strong communication skills and the ability to influence and gain consensus across multiple stakeholders.
• Exhibit good analytical and technical troubleshooting skills, with the ability to multi‑task and deliver results in a timely manner.
• Possess sound knowledge of ICT governance frameworks, Agile methodologies and IT service management practices; familiarity with Government Instruction Manual 8 will be an added advantage.
• Demonstrate relevant experience in leveraging AI and automation to enhance operational effectiveness, productivity or security outcomes within an application or systems management context.
• Proactively identify and drive opportunities to apply AI and automation in day‑to‑day work processes to improve efficiency and service delivery.

This is a 2-years contract role.
