in Singapore is seeking a seasoned Tender Manager to lead end-to-end bid management for offshore substation projects, covering FPSO-related EPC/EPCI work, and to align bid strategy with project objectives. You will coordinate multidisciplinary teams, refine cost estimates and pricing, manage stakeholder interfaces, and drive timely, compliant submissions through the entire tender cycle, including post-tender negotiations.

Qualifications

• Bachelor’s degree in engineering or related field.
• Experience in tender management or bid proposals for offshore/oil & gas projects.
• Hands-on with FPSO projects and EPC/EPCI scopes.
• Knowledge of cost estimation, pricing, and commercial risk management.
• Ability to coordinate multidisciplinary teams and consolidate inputs.
• Strong communication and stakeholder management.
• Organized and deadline-driven with multiple concurrent tenders.
• Proficient in Microsoft Office and tender tools.

Responsibilities

• Lead end-to-end tender management for offshore substation projects.
• Review ITT documents and define bid strategy.
• Coordinate tender timelines, deliverables and approvals.
• Collaborate with electrical, structural, topsides, and marine teams.
• Ensure technical compliance with client specs and standards.
• Consolidate inputs into cohesive proposals.
• Develop cost estimates for EPCI, fabrication, and transport.
• Optimize pricing to remain competitive and protect margins.
• Manage stakeholder interfaces with clients and internal teams.
• Lead tender clarification meetings and negotiations.
• Identify risks and opportunities in tender phase.
• Propose mitigations and value engineering.
• Oversee preparation of technical and commercial submissions.
• Support post-tender clarifications and contract finalization.
• Ensure high-quality, compliant tender submissions.
