Job summary

Singapore LNG Corporation Pte Ltd is seeking an experienced HSSE Officer to support the TPD Construction Team in delivering and sustaining HSSE KPIs across project phases. You will lead on-site HSSE activities, enforce standards with EPC contractors, and drive a disciplined, incident-free construction environment.

The role requires 8–10 years in HSSE leadership within marine/oil & gas sectors, with strong knowledge of SHMS and ISO 45001.

Qualifications

• 8–10 years' HSSE leadership experience in marine/oil & gas projects.
• Proficient in SHMS standards and regulatory requirements (SS651:2019 / ISO 45001:2018).
• Strong communication and on-site leadership capabilities.

Responsibilities

• Review and enforce EPC HSSE plans, risk assessments and safe work procedures.
• Conduct daily site walks, weekly HSSE inspections, and joint audits with stakeholders.
• Ensure safety systems, emergency plans and training programs are in place.
• Establish barriers and controls for safe work execution; manage risk via hierarchy of controls.
• Lead and grow a culture of proactive HSSE performance (BBSO).
• Oversee field construction safety activities (jetty, civil, mechanical, E&I).

Job description

General Overview

The incumbent will support the TPD Construction Team in delivering and sustaining SLNG's HSSE KPIs across all phases of project construction. This role requires proactive engagement with internal stakeholders to identify, manage, and resolve HSSE risks and challenges.

The proactive HSSE Officer will provide strong on-site leadership, working in close partnership with EPC contractors and subcontractors to enforce HSSE standards, influence safe behaviours, and deliver a disciplined, predictable, and incident-free construction environment.

Responsibilities

• Review, monitor, and enforce the EPC contractor's Project HSSE Plan, Risk Assessments (RAs), Safe Work Procedures (SWPs). Oversee the site Permit-to-Work (PTW) system, ensure all high-risk activities are properly authorized and controls are in place before work commences.
• Conduct daily site walks, weekly HSSE inspections, and joint audits with EPC & Internal Stakeholders to identify unsafe acts or conditions and any findings for recognition/improvement.
• Ensure systems, work processes, emergency response plan and training programs are in place to manage risks at the worksite and competency/familiarity of workforce.
• Establish adequate systems and controls barriers for safe work execution and ensure that the HSSE risks are addressed in risk assessments and managed via 5 hierarchy of controls.
• Practice and grow the culture of BBSO on site. Taking our HSSE to a proactive stance by leveraging on BBSO data analysis.
• Oversee and supervise safe field construction activities such as Jetty upgrading works, civil earth/piling works, mechanical installation & piping hotworks and E&I cabling, Isolation/termination activities etc.
• Prepare monthly project HSSE report, including monthly safety manhours.
• Take lead in organizing/conducting safety campaigns according to construction upcoming activities, keeping workforce safety awareness + morale high. Disciplined yet motivated on delivering the construction safely.

Requirements

• Diploma in an Occupational Health and Safety, Engineering discipline or related field.
• At least 8-10 years' experience as HSSE Lead in the marine, oil & gas or petrochemical industries with experience in construction related projects.
• Proficient in the audit and requirements of Safety and Health Management Systems (SHMS) such as SS651:2019 and/or ISO 45001:2018.
• Registered WSH Coordinator/Officer in Singapore MOM and familiar with local regulations relating to Occupational Safety, Health, and Environmental.
• Strong leadership, communication & stakeholder management skills to attain HSSE objectives/Intent.
• Strong on-site safety ambassador and conflict resolution skills. Ability to communicate/coach safety requirements clearly to diverse workforces.
• Proactive approach to hazard identification & intervening with respect.
• Deep understanding of managing EPC contractors on complex, multi-disciplinary sites.

Education

1. Minimum Diploma in Engineering or related field.
2. MOM registered Workplace Safety and Health Officer.
3. Training & certifications in Occupational Safety and Health.
4. Manage Work at Height Certification
5. Lifting Supervisor Certification
