Job summary

SCAN - BILT PTE LTD in Singapore is seeking a Workplace Safety and Health Officer to lead safety operations and ensure compliance with WSH regulations across project sites. The ideal candidate will have at least 3 years of relevant experience and a WSQ Specialist Diploma in Workplace Safety and Health.

Qualifications

  • Familiar with Singapore WSH legislation.
  • Experience in refinery environments highly preferred.

  • Conduct regular workplace inspections.
  • Monitor site compliance with WSH legislation.
  • Report directly to Project Manager and Corporate Safety Manager.
  • Prepare and submit monthly HSE reports.

Job description

Job Requirements
  • Work Location: Pulau Bukom and/or Jurong Island
  • Working Days: Monday to Saturday - 8am - 5pm (6-day work week)
  • Salary: commensurate with qualifications and experience
Qualifications & Experience
  • Minimum WSQ Specialist Diploma in Workplace Safety and Health or equivalent.
  • Minimum 3 years of relevant WSH experience in the construction, civil engineering, facilities management, oil & gas, or petrochemical industry.
  • Familiar with Singapore WSH legislation, Codes of Practice and industry standards.
  • Experience working in refinery or petrochemical plant environments is highly preferred.
  • Good communication, coordination and report-writing skills.
  • Proficient in Microsoft Office applications.
  • Able to work independently and manage multiple work sites.
Key Responsibilities
Safety Operations
  • Report directly to the Project Manager (Project-in-Charge) and Corporate Safety Manager.
  • Lead and coordinate daily Workplace Safety & Health activities across project sites.
  • Serve as the Safety Lead for assigned projects, including Pulau Bukom operations when deployed.
  • Conduct regular workplace inspections, safety observations, stand‑downs and toolbox meetings.
  • Monitor site compliance with WSH legislation, company procedures and client requirements.
  • Promote a proactive safety culture through safety campaigns, awareness programmes and engagement activities.
HSE Management System
  • Maintain and continuously improve the company's Safety & Health Management System (SHMS).
  • Review and update Risk Assessments (RA), Safe Work Procedures (SWP), Work Instructions (WI) and HSE documentation to ensure compliance with current legislation and industry best practices.
  • Maintain accurate HSE records, documentation and statutory filings.
Incident Management
  • Respond promptly to workplace incidents and emergencies.
  • Conduct incident investigations using recognised root cause analysis techniques (e.g. 5 Whys).
  • Prepare investigation reports and recommend corrective and preventive actions.
  • Track and monitor implementation of corrective actions until closure.
Audits & Compliance
  • Plan, coordinate and participate in internal and external HSE audits.
  • Monitor compliance with statutory regulations, company policies and client HSE requirements.
  • Follow up on audit findings and ensure timely closure of corrective actions.
Training & Safety Promotion
  • Coordinate and conduct safety inductions, toolbox talks and HSE training programmes.
  • Assist in developing annual HSE training plans and competency matrices.
  • Promote continuous improvement in workplace safety through campaigns and employee engagement initiatives.
Reporting & Administration
  • Prepare and submit monthly HSE reports, including LTI statistics and other corporate safety reports.
  • Monitor HSE manpower deployment, attendance, leave and overtime records.
  • Organise and act as secretary for HSE Committee Meetings, including preparation of meeting minutes and follow‑up actions.
  • Maintain proper filing of HSE records, permits, inspection reports and statutory documents.
Contractor Management
  • Evaluate and monitor subcontractors' HSE performance.
  • Ensure subcontractors comply with company and client safety requirements.
  • Participate in contractor safety meetings and performance reviews.
General Responsibilities
  • Support emergency preparedness and response activities.
  • Work closely with project teams to improve workplace safety performance.
  • Perform any other duties assigned by Management.
Preferred Certifications
  • WSQ Specialist Diploma in WSH
  • Workplace Safety and Health Officer (WSHO) registration (preferred)
  • BizSAFE Level 2 Assessor / Auditor (advantageous)
  • First Aid + CPR + AED
  • Confined Space Assessor / Entry Supervisor (advantageous)
  • Work at Height Assessor / Supervisor (advantageous)
  • Incident Investigation or Root Cause Analysis training (preferred)
