Job summary

SBS Transit Ltd is seeking a Jobs-Skills Executive (JSE) to engage SMEs and training partners, assess workforce needs, and connect them with SWDA schemes. The role suits someone who can work independently in the field, building trust and coordinating learning initiatives.

The JSE will support needs analysis, training plan development, and certification processes while reporting on progress and ensuring compliance with grant requirements.

Qualifications

  • Strong communication and stakeholder management skills, with the confidence to engage business owners and senior decision-makers directly.
  • Demonstrated ability to work independently with minimal supervision and manage a large portfolio of concurrent relationships.
  • Sound analytical skills — able to interpret needs analysis findings and translate them into practical training recommendations.
  • Competence in event coordination and logistics.
  • Familiarity with national workforce development schemes and grant administration (preferred).
  • Confident use of Excel for tracking, records and reporting (preferred).

Responsibilities

  • Proactively engage and maintain relationships with an assigned portfolio of SMEs and partners to drive adoption of training and HR schemes available from SWDA.
  • Serve as the primary point of contact for participating SMEs and partners and a representative of the SBST Academy.
  • Conduct learning needs analysis with SMEs and partners and identify suitable training solutions.
  • Refer SMEs and partners to relevant government-funded courses and workforce development initiatives.
  • Support SMEs and partners in developing on-the-job training plans, including OJT Blueprints and customised training programmes.
  • Guide SMEs and partners through certification processes in partnership with Institutes of Higher Learning (IHLs) or other relevant agencies.
  • Support SMEs and partners through advisory services on grant applications and liaise with appointed training consultants where required.
  • Maintain accurate records of SME and partners engagement, participation, course enrolment and evaluation.
  • Prepare monthly progress reports for submission to the funding agency, ensuring compliance with grant reporting and audit requirements.
  • Coordinate and manage logistics for outreach events, including masterclasses and learning journeys (approximately four per year).

Job description

The Jobs-Skills Executive (JSE) is the programme's front line. You will engage a portfolio of SMEs and partners across the sector (and outside the sector through our partners), understand what their workforces actually need, and connect them to the training, funding and certification pathways available to them through Skills and Workforce Development Agency (SWDA) schemes. The role suits someone who is comfortable working independently, out in the field, and who enjoys building trust with business partners and other stakeholders.


Key responsibilities

About you



  • Diploma or Degree in Business, Human Resources, or a related field.

  • Minimum 3-5 years' experience in training coordination, workforce development, HR, L&D, or SME engagement.

  • Strong communication and stakeholder management skills, with the confidence to engage business owners and senior decision-makers directly.

  • Demonstrated ability to work independently with minimal supervision and manage a large portfolio of concurrent relationships.

  • Sound analytical skills — able to interpret needs analysis findings and translate them into practical training recommendations.
