Job summary

Maestro Human Resource Pte Ltd is seeking a seasoned Program Manager to lead a portfolio of IT projects and services. You will align initiatives with strategic goals, manage resources, budgets, risks, and stakeholders, and ensure quality outcomes on schedule and within budget while maintaining customer satisfaction.

The role requires over 10 years in IT project/program management, including large-scale application development or system implementations, with strong leadership and governance

Qualifications

• Degree in Computer Science, IT, Engineering, Business, or related discipline.
• Minimum 10 years of IT project and program management experience, including 5 years managing large-scale application development, system implementation, or maintenance programs.
• Proven ability to manage multiple concurrent projects, teams, vendors, and stakeholders in complex environments.
• Strong knowledge of project management methodologies and governance frameworks such as Agile, Scrum, Waterfall, or hybrid approaches.
• Demonstrated skills in program planning, budget and resource management, risk management, and stakeholder engagement.
• Experience with cloud platforms (e.g., Azure), application modernization, DevSecOps, and digital transformation initiatives is beneficial.

Responsibilities

• Lead and govern multiple project teams to optimize resource allocation and performance
• Manage program budgets, risks, dependencies, and stakeholder engagements to achieve desired outcomes
• Establish and maintain program governance frameworks to monitor overall performance and compliance
• Drive issue and risk management processes to mitigate impacts on program delivery
• Communicate effectively with senior management and stakeholders to provide program status and elevate issues
• Promote continuous improvement initiatives across delivery teams to enhance efficiency and quality
• Ensure compliance with organizational policies, security standards, and regulatory requirements
• Serve as the primary escalation point for program-related matters, resolving conflicts and challenges promptly
• Deliver quality project outcomes on schedule and within budget while maintaining high customer satisfaction levels

About you

• Minimum 10 years of IT project and program management experience, including 5 years managing large-scale application development, system implementation, or maintenance programs

• Experience in public sector or large enterprise ICT projects is advantageous
• Relevant professional certifications such as PMP, PgMP, PRINCE2 Practitioner, PMI-ACP, Certified ScrumMaster (CSM), or equivalent are advantageous
• Experience with cloud platforms (e.g., Azure), application modernization, DevSecOps, and digital transformation initiatives is beneficial
