Job summary

opus it services pte ltd is seeking an experienced IT Project Manager to lead the development, implementation and maintenance of ICT systems in a fast-paced environment.

You will collaborate with business stakeholders, technology teams and external service providers to deliver projects on scope, time and budget, while upholding IT governance, quality and security standards. The role is based in Singapore, with an initial 1-year contract and potential extension.

Qualifications

• Degree in Computer Science, Information Technology, Electronics Engineering or equivalent.
• Minimum 7 years of IT project management experience.
• Hands-on experience managing at least one full IT project development lifecycle.
• Strong project planning, risk, cost, change and stakeholder management experience.
• Experience managing external vendors/service providers.
• Good understanding of IT governance, quality and security requirements.
• Strong analytical, problem-solving, communication, presentation and negotiation skills.
• Advantageous: Agile PM, multi-million SGD budgets, digital transformation initiatives, ICT procurement and contract management.

Responsibilities

• Manage end-to-end IT system development projects from planning and implementation through to deployment and maintenance.
• Develop project schedules, implementation plans, milestones and resource requirements.
• Manage project risks, issues, scope, changes, costs and service requests.
• Engage business stakeholders and external service providers to establish expectations, communication plans and delivery requirements.
• Manage vendor performance, service levels, contracts, transitions and handovers.
• Support ICT procurement activities including specifications, evaluation, clarification, recommendation and contracting.
• Develop business cases, project budgets and funding plans for ICT systems.
• Ensure systems and project processes comply with IT governance, quality, security and organisational policies.
• Oversee system maintenance, enhancements, problem resolution and continuous improvement.
• Manage system operations and maintenance processes to support system availability and business objectives.
• Prepare project updates and reports for relevant stakeholders and management.
