Job summary

John Ethans International Pte. Ltd. seeks an experienced IT Project Manager to run day-to-day operations of core shared services and payment gateways for Singapore public sector eServices. You will coordinate cloud infrastructure, IT security, and compliance programs while guiding vendor activities and budgets.

Role requires hands-on experience with AWS, GCC, Singpass/Corppass, Active Directory, and payment gateways. Familiarity with IM8 governance and IT audits is essential for success.

Qualifications

• Minimum 5 years of IT Project Management or Application Operations experience.
• Public sector background with Singapore Government projects and familiarity with IM8 and government security controls.
• Production Operations: experience with mission-critical, internet-facing systems and high availability.
• Cloud Infrastructure: experience managing AWS and GCC environments.
• Integrations: experience with Singpass, Corppass, Active Directory and electronic payment gateways (GIRO, PayNow, Stripe, DBS).
• Audits & Compliance: experience handling IT/security audits and remediation.
• Certifications: PMP, CITPM or equivalent preferred.

Responsibilities

• Oversee day-to-day operations and service continuity for core shared service systems and payment gateways.
• Coordinate vendors, cloud infrastructure, IT security, and compliance to ensure high availability and timely delivery.
• Oversee production incidents, changes, and SLA performance; manage budgets and vendor deliverables.
• Lead cross-functional project teams through full lifecycle using Agile or Waterfall, with schedules, risks, UAT, deployment, and executive reporting.

1. Role Overview

• Manage the day-to-day operations, service continuity, and project delivery of core shared service systems and payment gateways supporting 10+ public sector eServices.
• Coordinate vendors, cloud infrastructure, IT security, and compliance activities to maintain high availability and timely delivery.

2. Key Responsibilities

• Operational Management & Service Continuity: Oversee production systems, manage incident/problem/change requests within SLAs, coordinate AWS/GCC cloud infrastructure matters, and prevent unplanned downtime.
• Vendor & Budget Management: Manage external vendors, track deliverables/SLAs, challenge technical proposals and cost estimates, and oversee operational budgets.
• Security & Compliance: Coordinate IT audits, manage remediation for vulnerability findings, and apply Singapore Public Sector ICT policies (IM8).
• Project Delivery: Lead cross-functional project teams through the full project lifecycle using Agile or Waterfall frameworks, managing schedules, risks, UAT, deployment, and executive status reporting.

3. Key Requirements

• Minimum 5 years of IT Project Management or Application Operations experience.

• Audits & Compliance: Experience handling IT/security audits and driving vulnerability remediation.
• Preferred Certifications: PMP, CITPM, or equivalent.
