Job summary

APAR TECHNOLOGIES PTE. LTD. is seeking a delivery-focused Project Manager to oversee end-to-end delivery of enterprise and citizen-facing digital platforms.

You will coordinate business, product, engineering, operations, cybersecurity and vendor teams to ensure timely delivery, governance and stable releases. Responsibilities include managing plans, milestones, risks and budgets, coordinating agile activities, stakeholder communications and production readiness, while supporting user education

RoleOverview

Weare seeking a delivery-focused Project Manager to manage end-to-end delivery ofenterprise and citizen-facing digital platforms. The role involves coordinatingbusiness, product, engineering, operations, cybersecurity and vendor teams toensure timely delivery, effective governance, successful releases andoperational stability.

KeyResponsibilities

• Manage project plans, milestones, dependencies, risks, issues and budgets.
• Coordinate agile delivery activities, sprint planning, backlog readiness, testing and releases.
• Track project progress, resolve blockers and drive actions to closure.
• Manage stakeholder communications, vendor performance and management reporting.
• Maintain project documentation, RAID logs, meeting minutes and action trackers.
• Coordinate functional testing, security testing, deployment and operational readiness.
• Support user education, change management and product adoption.
• Coordinate production incidents, after-hours deployments and defect resolution.
• Manage knowledge transfer, handover documentation and transition to business-as-usual support.

TechnicalSkills

• Project Management: Project planning, risk management, stakeholder coordination and release management.
• Agile Methodologies: Scrum, sprint planning, backlog management and defect tracking.
• Tools: Jira, Confluence or equivalent project management tools.
• Digital Platforms: Enterprise applications, cloud-hosted services, APIs and system integrations.
• Testing: Functional, integration, regression, performance, security and UAT.
• Data and Reporting: SQL, data models, analytics and dashboards.
• Operations: Production support, incident management and operational readiness.
• Security and Governance: IM8 awareness, RBAC, auditability and PSARC or comparable governance reviews.

RequiredExperience and Qualifications

• Experience supporting or managing digital product or enterprise application delivery.
• Understanding of the software development lifecycle, testing, deployment and production support.
• Strong written and verbal communication skills.
• Excellent documentation, organisational and problem-solving skills.
• Ability to manage multiple priorities and meet tight deadlines.
• Willingness to support planned after-hours deployments and Severity incident response.

PreferredQualifications

• Certifications in Project Management, Scrum Master, Product Owner, ITIL or Business Analysis.
• Experience with Jira, Confluence or equivalent tools.
• Experience delivering government digital services or working in regulated environments.
• Exposure to vendor management, production support and security compliance.
• Familiarity with the Singapore Government Tech Stack.
• Experience: Approximately 1–3 years of relevant experience preferred
