Job summary

JOBSTER PRIVATE LTD. in Singapore seeks a seasoned ICT Project Manager to oversee multiple vendors and external providers, coordinating with application and infrastructure teams to deliver projects on time and within budget.

The role involves scope, budget and schedule PM, regular reporting, requirements gathering, UAT, training, and ensuring adherence to governance, quality and security policies while managing risks and SLAs.

Qualifications

• Hands-on experience in at least 2 full project development life cycles.
• Advantageous to have ITIL, PMP certifications.
• Knowledge of databases (Oracle and/or MS SQL Server) and real-time data replication.
• Experience with API management and system integration.
• Experience with Windows and Linux server administration; AWS cloud familiarity.

Responsibilities

• Overseeing and managing multiple vendors and external ICT service providers to deliver projects on time and within budget.
• Perform project management (scope, budget, schedule) with regular status reporting.
• Ensure project execution aligns with plan to meet business needs, cost, duration and quality.
• Participate in requirements gathering, UAT, training and implementation.
• Review deliverables such as specs, test plans, user guides and operation manuals.
• Plan and coordinate user acceptance testing with users.
• Assess service requests for enhancements and maintenance; ensure SLAs are met.
• Identify project risks and propose mitigation to manage risk.
• Ensure development processes comply with IT governance, quality and security policies.
• Resolve day-to-day IT issues related to application, infrastructure or security to support daily operations.
• Work with stakeholders to address security vulnerabilities during the contract period.
• Strong vendor management skills and ability to align vendors and technical teams toward outcomes.
• Excellent written and oral communication to influence stakeholders.

Job description

Roles and Responsibilities:

• Overseeing and managing multiple vendors and external providers of ICT services, working with team members from application and infrastructure teams to deliver projects and enhancements on time and within budget.
• Project Management (Scope, Budget and Schedule) including regular management reporting for the project.
• Ensuring that the project is executed based on the project plan to meet identified business needs, within agreed parameters of cost, duration and quality.
• Participating and contributing in project activities such as Requirement Gathering, User Acceptance Testing, Training & Implementation.
• Reviewing project deliverables, e.g. functional specifications, system test plan & results, user guide, operation manual.
• Planning and collaborating with users on user acceptance testing.
• Assessing service requests for enhancements and maintenance of systems.
• Ensuring that Service Level Agreements for projects and incidents are met.
• Identifying potential project risks and its implication to the organisation and to recommend mitigating measures as to manage the risks.
• Ensuring that the development processes, procedures and system comply with IT management policy, quality management policy and security guidelines.
• Managing and resolving day‑to‑day IT related issues pertaining to application, infrastructure or security, to facilitate smooth running of daily operations.
• Working with the relevant parties to resolve security vulnerabilities found during the contract period.
• Strong vendor management skills, including experience in managing vendor performance and ensuring compliance with contractual obligations
• Ability to coordinate and align vendors and technical teams towards common project outcomes
• Excellent communication skills, both oral and written, with the ability to pitch ideas and influence stakeholders

Knowledge and Skills:

• Tertiary Education in relevant fields is preferred
• Hands‑on experience in at least 2 full project development life cycles
• Advantageous to have:
  • Relevant professional certifications such as ITIL, PMP, or equivalent certifications
  • Knowledge of and/or hands‑on experience in one or more of the following technical areas:
    • Database Management: Oracle and/or Microsoft SQL Server databases, including real‑time data replication technologies
    • API and Systems Integration: API management and system integration.
    • Server Infrastructure: Windows and Linux server administration and management
    • Cloud Technologies: Amazon Web Services (AWS), including cloud architecture, deployment and operations
    • Up to date on technological trends and best practices
    • Experience working within the Singapore Government environment, with familiarity in IT governance, procurement processes, budgeting, risk and compliance management, security policies and standards
• Strong analytical, conceptualisation and problem‑solving skills
• Team player with strong organization and people handling skills
