Job summary

optimum solutions (singapore) pte ltd is seeking an experienced Project Manager to lead multi-disciplinary ICT initiatives in Singapore. You will coordinate external vendors, service providers, application and infrastructure teams to deliver on time and within budget.

You will develop plans, manage scope, budgets, timelines and resources, perform regular status reporting, and ensure alignment with business requirements, quality standards, and IT governance.

Qualifications

• 7+ years of project management with scope, budgets and schedules ownership.
• Experience in at least two full project life cycles, from planning to delivery.
• Degree in IT/CS preferred.
• Vendor/contract management experience and ensuring compliance.
• Experience coordinating multiple vendors and cross-functional teams.
• SG Government IT environment experience or familiarity is a plus.
• Strong analytical, organisational and people-management skills.
• PMP or ITIL certification advantageous.

Job description

Responsibilities

• Manage multiple ICT projects and enhancements, overseeing external vendors, service providers, application teams and infrastructure teams to ensure timely delivery within agreed budgets and schedules.
• Develop and maintain project plans, manage project scope, budgets, timelines and resources, and provide regular project status reports to stakeholders.
• Ensure projects are delivered according to agreed business requirements, quality standards, timelines and budget constraints.
• Coordinate project activities, including requirements gathering, user acceptance testing (UAT), training, implementation and post-implementation support.
• Review and validate project deliverables, including functional specifications, system test plans and results, user guides and operations manuals.
• Plan and coordinate UAT with business users, ensuring that requirements are met and identified issues are resolved before implementation.
• Assess and manage system enhancement and maintenance requests, evaluating their impact, priority, feasibility and resource requirements.
• Monitor compliance with service level agreements (SLAs) for project delivery, system support and incident resolution.
• Identify, assess and manage project risks, issues and dependencies, and recommend appropriate mitigation measures.
• Ensure compliance with IT governance, quality management, security policies, standards and established development processes.
• Manage vendor performance and ensure compliance with contractual obligations, service commitments and project deliverables.

Requirements

• At least 7 years of project management skills, with proven experience managing project scope, budgets, schedules, risks, resources and stakeholder expectations.
• Hands-on experience managing at least two full project development life cycles, from requirements gathering and planning through testing, implementation and delivery.
• Degree in Information Technology, Computer Science, Information Systems or a related discipline is preferred.
• Experience in vendor and contract management, including monitoring vendor performance, managing deliverables and ensuring compliance with contractual obligations.
• Experience coordinating multiple vendors and cross-functional technical teams to achieve common project outcomes.
• Experience working within the Singapore Government environment, with familiarity in IT governance, procurement processes, budgeting, risk and compliance management, and security policies and standards, will be good to have.
• Strong analytical, conceptualisation, problem-solving and decision-making skills.
• Excellent organisational, coordination and people management skills, with the ability to manage multiple priorities effectively.
• Professional certifications such as PMP, ITIL or equivalent are advantageous.
• Knowledge of or hands-on experience in one or more of the following technical areas is good to have:
• Database Management: Oracle and/or Microsoft SQL Server, including real-time data replication technologies.
• API and Systems Integration: API management, system integration and interface management.
• Server Infrastructure: Windows and Linux server administration and management.
• Cloud Technologies: Amazon Web Services (AWS), including cloud architecture, deployment and operations.
