Job summary

Recruit Express Pte Ltd is seeking an experienced HRMS/Payroll Programme Manager to oversee the evaluation, selection and implementation of HRMS/payroll vendors in alignment with business needs.

Based in Singapore at Tanjong Pagar, this contract runs immediate until 31 Dec 2027, with responsibilities spanning vendor coordination, UAT planning, data migration, go-live support and benefits harmonisation. A degree in HR/BA/Finance and 6+ years HR experience are required.

Qualifications

• Minimum Degree in Human Resources, Business Administration, Finance or equivalent.
• At least 6 years of HR experience, with strong knowledge of HR, payroll processes, and benefits administration.
• Hands-on experience in UAT execution, system implementation, or HRMS projects is required.
• Experience in payroll operations and controls is strongly preferred.

Responsibilities

• Support evaluation and selection of HRMS/payroll vendors based on business and functional requirements.
• Coordinate HRMS implementation, system configuration, integrations and data migration with HR, IT and vendors.
• Develop and execute UAT plans, test scenarios and scripts; track defects and coordinate resolutions.
• Support payroll testing, reconciliation, controls and parallel runs to ensure readiness for go-live.
• Prepare SOPs, user guides and training materials; conduct training and support change management activities.
• Support go-live and post-implementation issue resolution, user adoption and system optimisation.
• Review existing employee benefits programmes and identify opportunities for improvement, harmonisation and cost efficiency.
• Support implementation of new/enhanced benefits programmes, including vendor evaluation and project coordination.
• Manage stakeholders across HR, Finance, IT and other functions, ensuring proper governance, documentation and compliance.
