Job summary

Agency for Science, Technology and Research (A*STAR) in Singapore seeks an HR professional to support manpower planning and establishment management. You will partner with stakeholders to plan current and future needs, review structures for new initiatives, and maintain accurate records across divisions.

You will also manage budget-based planning, monitor staffing and expenditures, and produce manpower reports and analytics to guide decision-making in a fast-paced public sector environment.

Qualifications

• At least 3 years of relevant experience in HR or manpower planning.
• Strong analytical, problem-solving and numerical skills to translate data into actionable insights.
• Good stakeholder management and communication skills across the organisation.
• Proficiency in Microsoft Excel; data visualization tools are a plus.
• Meticulous, resourceful and organised with the ability to manage multiple priorities.
• Self-motivated team player who can work independently and collaboratively.

Responsibilities

• Partner stakeholders to plan current and future manpower requirements.
• Manage establishment changes aligned with headcount and priorities.
• Support organisation structure reviews for new initiatives and growth areas.
• Maintain accurate organisation structure and establishment records.
• Partner Finance on budget-based manpower planning and resource allocation.
• Monitor manpower establishment, staffing levels and expenditure.
• Track manpower movements to support planning and reporting.
• Prepare manpower reports and submissions for management and national surveys.
