Our client, a leading offshore marine services provider headquartered in Singapore, is seeking an experienced HR leader to align people strategy with business growth across Singapore and overseas affiliates. Job description

My client is a leading offshore marine services provider, headquartered in Singapore. They operate a fleet of liftboats and support vessels across Asia, Middle East, and Africa, with a growing global network of affiliates and operational offices. They deliver safe, reliable solutions for oil/gas and renewable energy projects.

Role Summary

Lead all HR functions across our Singapore HQ and global operations. You will align people strategy with business growth, manage workforce, strategic planning and serve as primary HR liaison for our overseas affiliates in Malaysia, Saudi Arabia, UAE, Ghana, Nigeria and Taiwan. This is a hands-on role covering recruitment, office administration, compliance, employee relations and cross-border HR coordination.

Key Responsibilities
HR Strategy & Global Operations
  • Develop and implement HR strategies aligned with company goals and regional expansion
  • Lead HR coordination across Singapore HQ and overseas affiliates; standardize policies while adapting to local laws
  • Manage workforce planning, headcount budgeting and organizational structure across regions
  • Ensure compliance with MOM and local employment laws in all operating markets
Talent Acquisition
  • Oversee full-cycle recruitment
  • Partner with overseas manning agents and affiliate HR teams for regional sourcing
International HR & Affiliate Collaboration
  • Act as primary point of contact for HR matters across all overseas offices
  • Align compensation, benefits, and performance systems across regions; handle cross-border payroll coordination
  • Conduct periodic HR audits and visits to affiliate locations; build unified culture across teams
  • Resolve cross-jurisdictional employment issues and maintain consistent standards
  • Day to day general office administration for the office and subsidiaries
Compliance, Relations & Development
  • Maintain HR policies, handbooks and records; ensure audit readiness
  • Manage employee relations, grievances, and disciplinary actions across multi-cultural teams
  • Oversee training, certification tracking, and career development
  • Administer compensation, benefits, insurance and welfare programs
Requirements
  • Bachelor’s Degree in Human Resources, Business or related field
  • Full spectrum of HR experience in SME set up, with at least 2 years in marine, offshore or shipping industry preferred but not a must
  • Strong knowledge of Singapore Employment Act, MOM regulations
  • Familiar with work passes processes
  • Able to collaborate across time zones and cultures
  • Able to working independently with strong interpersonal and employee's relation skillsets.

Please note that office is currently located in the West and will be relocating to the North by end of this year or beginning of next year.
