Job summary

HTX, Singapore's world-renowned science and technology agency, is seeking a senior product leader to shape in-house software for mission-critical systems. You will define product vision, strategy, and roadmaps, aligning with Home Team goals and delivering scalable, user-centered solutions.

You will oversee end-to-end delivery, manage a cross-disciplinary team, coach staff, and partner with stakeholders across design, engineering, and operations to ensure timely, high-quality outcomes.

Qualifications

• Bachelor's degree in Computer Science or a related field.
• 10+ years of relevant experience in product management, software development, or digital transformation.
• Proficiency in product lifecycle management, Agile/Scrum methodologies, stakeholder management, and roadmap planning.
• Experience coaching team members in product strategy, leadership, and resource management.
• Strong strategic thinking and excellent written and verbal communication with independent decision-making.

Responsibilities

• Lead product management activities: identify opportunities, define vision, strategy, and roadmaps; manage backlog and prioritise features.
• Oversee end-to-end project planning, execution, and delivery for multiple initiatives; establish agile practices and track KPIs.
• Act as primary liaison between business units and development teams; communicate updates to senior management and stakeholders.
• Lead and develop the product team, provide coaching and performance feedback; foster a learning culture.

What the role is:

HTX is the world’s first Science and Technology agency that integrates a diverse range of scientific and engineering capabilities to innovate and deliver transformative and operationally-ready solutions for homeland security. As a statutory board of the Ministry of Home Affairs and integral to the Home Team, HTX works at the forefront of science and technology to empower Singapore’s frontline of security. This role is part of HTX's newly formed xCode function, focusing on the organic in‑house development of core software modules for mission‑critical and sensitive systems, aiming to achieve greater control, agility and responsiveness to evolving operational needs.

What you will be working on:

Product Management

• Collaborate with stakeholders to identify opportunities for in‑house development and collaboration.
• Engage stakeholders to identify opportunities for digital innovation and translate them into actionable product features.
• Define and refine product vision, strategy, and roadmaps in alignment with organisational goals.
• Manage and prioritise the product backlog, balancing business value, technical feasibility, and user experience.
• Lead product discovery activities – user research, requirement analysis, and prototyping – to validate ideas before development.
• Oversee product lifecycle from ideation to delivery, continuous improvement, and product support and operations.
• Ensure that products developed in-house meet quality, scalability, and usability standards.

Project & Delivery Management

• Oversee end‑to‑end project planning, execution, and delivery for multiple initiatives within the in‑house development portfolio.
• Establish agile delivery practices, ensuring consistency in sprint planning, review, and retrospectives.
• Track progress against milestones, budgets, and key performance indicators (KPIs).
• Identify risks and implement mitigation strategies to ensure successful outcomes.
• Coordinate cross‑functional efforts across design, engineering, QA, and stakeholder teams to ensure timely and quality delivery.

Stakeholder Management & Communication

• Act as the primary liaison between business units and the development team, ensuring alignment on priorities and expectations.
• Communicate project and product updates to senior management and stakeholders effectively.
• Translate technical discussions into business‑friendly language and vice versa.

People Leadership & Team Development

• Lead and manage a team, fostering a culture of ownership, collaboration, and continuous improvement.
• Provide coaching, mentoring, and guidance to team members to support professional development.
• Conduct regular performance reviews and provide constructive feedback to help team members achieve their goals.
• Promote a learning culture through peer sharing, retrospectives, and internal capability building.

What we are looking for:

• Bachelor's degree in Computer Science, or a related field.
• At least 10 years of relevant working experience in product management, software development, or digital transformation.
• Proficiency in product lifecycle management, Agile/Scrum methodologies, stakeholder management, and roadmap planning.
• Experienced in coaching team members in product strategy, leadership, and resource management.
• Strong strategic thinking, stakeholder engagement skills, excellent written and verbal communication, and a high level of independence in decision‑making.

All new hires are appointed on a two‑year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
